RFP0000003 - Intelligent Key Management System

This is a Request for Proposals (RFP) issued by Miami-Dade County, specifically the Miami-Dade Corrections and Rehabilitation Department (MDCR), for an intelligent key management system for detention facilities. The system is a networked set of electronic, tamper-resistant steel cabinets that securely store facility keys using dual-factor or multi-factor authentication (biometrics plus PIN or credential) to control staff access. The County will install the system across six facilities including Metro West Detention Center, Turner Guilford Knight Correctional Center, Boot Camp Program, Pretrial Detention Center (with multiple cabinet boxes across multiple floors and a transportation unit), and Court Services. The pre-proposal conference is scheduled for March 2, 2026, at 9:30 AM via Teams. Proposals are due through the INFORMS system by the deadline specified in the document (not explicitly stated in the text). The evaluation period is April-May 2026, with a projected award date of June-July 2026. The contract term is five years with one five-year option to renew. Approximately 18 cabinet boxes are required across the facilities with varying capacity requirements ranging from 16 to 320 key sets per location. The system must include hardware with battery backup, video recording capability, RFID key fobs, software with real-time event display and reporting, post-installation training (minimum 16 hours across two sessions), and 24/7/365 technical support.

Pricing must be submitted as a fixed fee for the five-year term, with detailed breakdowns required for hardware, software licenses/subscription fees, implementation/installation services, training, and maintenance and support. The contract includes a 2% User Access Program (UAP) fee and is subject to a 0.25% Inspector General audit fee. Miami-Dade County Certified Small Business Enterprises (SBEs) are eligible for a 10% preference on technical evaluation points, and Local Certified Veteran Business Enterprises (VBEs) are eligible for a 5% preference. A local preference applies if a non-local proposer's ranking is within 5% of a local proposer's ranking. The Contractor must provide comprehensive insurance coverage including Worker's Compensation, Commercial General Liability ($300,000 minimum), Automobile Liability ($300,000 minimum), Professional Liability ($1,000,000 minimum), and Cyber Liability ($1,000,000 minimum). The evaluation criteria include technical factors totaling 800 points (proposer experience and qualifications, hardware durability and design compatibility, system architecture and security, RFID and tracking technology performance, and installation/training/technical support) and pricing totaling 200 points. All cybersecurity products must be produced in the United States per Section 2-8.2.6.2 of the Miami-Dade County Code, and the contractor's employees with access to County cybersecurity products must pass heightened security review. The selected proposer must pass rigorous security clearance at least four weeks prior to commencing work at MDCR detention facilities and must comply with facility lockdown procedures and escort requirements.
