About this file
This document is a single source justification for the procurement of Mobil Guard 312 branded lube oils from a sole source vendor. The National Oceanic and Atmospheric Administration requires the lube oils to service engines on its vessels. Mobil Guard 312 is already in use on the vessels and is approved by the engine manufacturer, and mixing different brands could impact engine performance and void warranties. Market research found Mobil Guard 312 to be the only product that meets the compatibility and performance needs. The justification cites concerns that alternative brands contain different additives that are cautioned against for use in the engines. Accordingly, the contracting officer determined only Mobil Guard 312 from a single source is reasonably available to meet the agency's minimum needs.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
Procure Mobil branded lube oils
3. Identification of the single source or the brand name to be solicited.
Mobil Guard 312
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
(Check all applicable boxes and provide supporting rationale under the selection. Delete choices not selected.)
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Mobil 312 products are already in use on the vessel and it is not advisable for mechanical reasons to mix products once one product is already introduced in the system. The cost to the government for any mechanical failure that might result from lubrication problems would be increased by voiding any warranty or responsibility carried by Mobil for use of its products. Such voiding would occur if Mobil products are altered by mixture with any other substances.
X Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
This vessel uses Mobilguard 312 Lube Oil. This oil is approved by the engine manufacturer for use and exceeds all parameters that this involves. Other manufacturers such as Chevron make similar products but are strongly cautioned “do not recommend for use” because of additives that are used. There is also uncertainty in issues that may arise when lubricants from several manufacturers are mixed together, as each lubricant will have slight differences in chemical composition. Therefore our first choice is always Mobilguard 312, to ensure the longest operational life expectancy out of our engines and the best value for the government and taxpayer.
