About this file
This is a standard contract terms document from the Texas Department of Criminal Justice (TDCJ) for elevator maintenance services at the Huntsville Unit in Huntsville, Texas. The scope of work encompasses full preventive and routine maintenance of specified elevator equipment through systematic and periodic servicing, including monthly preventive maintenance, inspections, adjustments, lubrication, and repairs to maintain compliance with Texas Elevator Law and ASME A17.1 standards. Services must be delivered during regular business hours (Monday through Friday, 8:00 AM to 4:00 PM) unless otherwise directed, with emergency response capabilities within four hours of notification at no additional cost. The vendor must establish a preventive maintenance program with detailed checklists and machine room logbooks for each elevator, designate a supervisor to conduct monthly site visits at a minimum of two to three TDCJ locations, and provide online access to all maintenance records and work orders. Bids are due August 3, 2026, and the contract will be established as a blanket purchase order.
The vendor shall furnish all necessary materials, tools, lubricants, and equipment with no additional charges for services included in the contract scope. Non-covered services resulting from abuse or physical damage are excluded, with labor charged at the quoted hourly rate and materials at vendor cost plus a maximum five percent markup. The vendor must maintain lockable storage cabinets for parts in each machine room, provide original wiring diagrams, maintain an inventory of common replacement parts, and submit a complete spare parts list for TDCJ approval. Major repairs exceeding four man-hours must be completed and the affected elevator returned to service within seventy-two hours unless prior written approval for extension is obtained. All licensing fees, inspections, certifications, and periodic testing required by the Texas Department of Licensing and Regulation shall be borne by the vendor and included in the monthly service payment, with the exception of the annual certification inspection form submission fee, which is paid by TDCJ.
