Statement of Objective (SOO) Basic Ordering Agreement (BOA) FA821320G0003 Wind Corrected Munition Dispenser Telemetry Kit Production

1.0 Program Objective: The Area Attack program office, which currently has the Wind Corrected Munition Dispenser in its portfolio, has a requirement to acquire Telemetry Kits (TM) for use during Weapon Systems Evaluation Program (WSEP) and Aging & Surveillance flight testing. The Telemetry Kit is used on Area Attack variants utilizing WCMD weapons which support B1-B, B-52, F-15, A-10, F-16, and F-35 aircraft. The requirement will be for producing not to exceed One hundred and Twenty (120) telemetry kits for the Hill Program Office over the life of this BOA FA821320G0003.

Production schedule and delivery shall be provided by the contractor with final acceptance by the Government during Task Order negotiations.

Contractor will be L3Harris Technologies, Bristol PA 19007.

2.0 Contractor Requirements:

2.1 Analysis, Test & Production: For this effort the contractor shall oversee all aspects of the contract requirements and ensure production telemetry kits are manufactured in accordance with all technical drawings and specification requirements of the TM redesign including current L3Harris Technologies Specifications number 75845455, Rev B - Critical Item Development Specification, Production Telemetry Kit. The contractor shall oversee all testing to the current TM design. The contractor shall produce, package, and deliver TM kits to the Area Attack Program Office at Hill AFB.

2.2 Configuration Management: Configuration management will be maintained and controlled by the Contractor with technical changes requiring notification to the Government Program Office.

2.3 Quality Control: The contractor shall establish a Quality Control Program to ensure the requirements of this contract are controlled as required.

2.4 Logistics: The contractor shall oversee all aspects of the contract and provide program management updates for the progress of the contracted effort to a Government approved schedule.

3.0 Program Office Objectives: The contractor shall provide a Statement of Work (SOW). The SOW shall clearly define the work and performance task requirements, to include technical, management, system engineering, and quality control tasks and subtasks. Each Contract Work Breakdown Structure (CWBS) element shall be traceable to the SOW. The management objective is to allow the contractor the maximum flexibility to innovatively manage the projected schedule, performance, risks, subcontracts, and data to satisfy the government’s need / performance requirements. Another objective is to maintain clear government visibility into the program schedule, performance and risk. (DI-

4.0 Integrated Program Management Report: The Contractor shall provide a schedule for this effort. (DI-MGMT-81861B/T)

5.0 GOVERNMENT OBSERVATIONS AND PARTICIPATION

5.1 Government Observations: When the contract is finalized, Government personnel, other than contracting officers (COs) and COR(s), may from time-to-time, with CO coordination, observe contractor operations.

5.2 Government Participation: The government shall be allowed to participate in all aspects of testing at contractor or subcontractor facilities.

The contractor shall provide a test schedule no later than 30 days prior to testing and coordinate its activities with the government. (DI-MGMT- 81606)
