About this file

This is a Request for Proposal (RFP) issued by the Connecticut Department of Transportation (CTDOT) Bureau of Engineering and Construction for a Design-Build contract to execute the final design, permitting, and construction of the Quinebaug River Trail in the Town of Plainfield, Connecticut (State Project No. 0108-0196). The project scope includes construction of a 1-mile long, 10-foot wide multi-use trail with a granular pavement surface connecting Trout Hatchery Road to South Walnut Street through an abandoned trolley trail in a wooded area, with an additional 0.3-mile extension along Trout Hatchery Road to an existing pull-off area. Work also encompasses drainage and cross culvert investigation and improvements, water main relocation, and signage installation. The solicitation was posted on the Bid Express website (www.bidexpress.com) and follows a two-stage submission process: qualifying teams will first submit Technical Proposals, and only those within the competitive range will advance to submit Price Proposals. All interested parties must comply with the Design-Build Procurement Instructions to Proposers (ITP) document available on Bid Express. Construction contractors must hold CTDOT prequalification for Group No. 5B (Parking Lots and Paved Trails) with Scope Code "F"; consulting engineering firms face no specific prequalification requirements but will be evaluated during the selection process.

The RFP emphasizes project goals including minimization of impacts to regulated areas and natural resources, adherence to CTDOT standards and East Coast Greenway guidelines, coordination with the property owner (CTDEEP) and neighboring community, proactive risk management, and implementation of robust Design and Construction Quality Control programs. CTDOT reserves the right to award subsequent phases to other qualified teams and may reschedule or cancel projects without obligation to provide supplementary work. Electronic submission through Bid Express eliminates delivery costs and provides error checking and automated notifications; the service is free to register but fees apply upon submission. Inquiries regarding the RFP must follow procedures outlined in the ITP document, with Domenic A. LaRosa, P.E., Construction Administrator, listed as the primary contact (860-594-2680). The RFP was issued September 9, 2026, with specific response and due dates contained in the ITP document.
