SECTION 1 – GENERAL INFORMATION AND INSTRUCTIONS
1.01 Solicitation Objective
The Texas Parks & Wildlife Department (“Owner”) issues this Invitation for Bids (IFB) to solicit bids from qualified firms to restore the historic Hodges Barn at Lyndon B. Johnson State Park located in Gillespie County, Texas.
The scope includes but is not limited to requirements to restore the barn using existing materials where possible or to replace with matching reclaimed materials and to plumb and square construction with new 2nd floor support posts in concrete piers.
1.02 Pre-Bid Conference
The Texas Parks and Wildlife Department will host a pre-bid conference 07/14/2026 at 10:00 AM, Central Time to present solicitation requirements.
Although the pre-bid conference is not mandatory, bidders are strongly encouraged to attend as important information regarding bid submittal requirements and an overview of the project will be discussed. Failure to give proper consideration to conditions when preparing the bid will not constitute grounds for additional compensation.
Registration is required to attend the Microsoft Teams conference. Register using the following link.
https://events.gcc.teams.microsoft.com/event/1ff3dd5c-da2e-411b-aa48-e5b4de1e0d74@7864fda7-62ad- 47ec-81ec-323266e3a35f
After registration, you will receive a confirmation email with a link to join the event.
1.03 Site Visit
A visit to the project site is mandatory for bidder to be eligible for contract award. Bidder must view the project site following the instructions and times described below. There is no guarantee that the project site will be accessible to potential bidders at any time other than the times specified in this solicitation. Bidders must sign in on TPWD’s official sign in document to be shown as having met the requirement of conducting a mandatory site visit.
Prospective bidders may view the Hodges Barn and general area for construction any day starting Monday, July 13, 2026 through Friday, July 17, 2026 and any time between 9:00am (earliest start time) to 3:00pm (latest end time).
Because a Site Visit is a mandatory requirement of this competition, any prospective bidder making a visit must register with Park Staff to specifically sign-in as a construction site visitor for this project. To sign-in with Park Staff, visitors shall report to the Headquarters Office within the Visitor Center Complex off Park Road 52 and request to sign-in as a contractor viewing conditions for the Hodges Barn Historical Restoration construction project. See Park Map exhibit included with this solicitation for the location of the Headquarters or Section 1.14 of this IFB for Locations.
Once signed-in, visitors may travel on their own to the Hodges Barn location using the driveway access off Ranch Road 1 as showing in the cover page of the project Drawings or as described in 1.14 of this IFB.
At the Barn, visitors may take photographs and measurements. Visitors may not use drones to capture photos outside of the immediate Hodges Barn building.
Visitors are responsible for their own safety when onsite. Visitors may view elevated conditions if they bring their own ladder, however visitors are strongly advised against leaning a long ladder on exterior walls or roof panels of the barn; a self-supporting “a-frame” ladder is a safer alternative.

PERFORMANCE FORM SHALL BE CAUSE FOR THE BIDDER'S BID BEING REJECTED BY TPWD.
All minimum qualification experience submitted in response to this solicitation must be work performed by the bidding entity itself. Owner may make such investigations as necessary to determine the ability of the Bidder to perform the work and reserves the right to reject any bid if the evidence submitted and/or obtained through investigation fails to satisfy Owner that the Bidder is properly qualified to carry out the obligations of the Agreement.
Note: A start up business is defined as a new company that has no previous operational history or expertise in the relevant business and is not affiliated with a company that has that history of expertise. If a bidder elects to rely on experience gained while operating under a different legal entity, the bidder must submit clear, complete and verifiable documentation demonstrating a legal and operational relationship between the prior company and the bidding entity.
Minimum experience requirements for this project:
The Bidder must have five (5) or more years’ experience with projects that are similar to the one being sought by Texas Parks and Wildlife Department under this solicitation.
The Bidder must show evidence of at least three (3) successful construction projects similar to this project (as judged by owner) to be eligible for award of this contract. This experience must have occurred within the past five (5) years, measured backwards from the issue date of this solicitation.

Similar is chiefly regarded as project of a comparable scope and scale. On this project, demonstrated evidence of work in carpentry, timber framing, structural stabilization, and historic preservation would be considered comparable scope.
A successful construction project is one that was completed on time, within budget and in compliance with the design and specifications.
3.04 Procedures for Determination of Low Bidder
Base Bid will be evaluated, and determination of the low bidder will be based on responsiveness and responsibility of the bidder and lowest total lump sum bid. Owner reserves the right to award the low bidder any combination of bid items or to reject all bids.
Bidder must meet the minimum qualifications and/or experience requirements set forth in Section 3.03 – Minimum Qualifications to be eligible for award of a contract. Failure to meet any of the minimum qualifications may result in rejection of the bid.
3.05 Vendor Performance Tracking System
In evaluating responses, the Owner will consider information related to past contract performance of a Bidder including, but not limited to Texas Comptroller of Public Accounts’ (CPA) Vendor Performance Tracking System (VPTS) available at https://www.txsmartbuy.com/vpts.
Prior work performance with the Owner and other state agencies or governmental entities which are familiar with a Bidder’s performance, depending on problems encountered, may be grounds for disqualification. In addition, Bidders involved in litigation with the Owner, or another state agency may be disqualified. Bidder’s past performance will be measured based upon pass/fail criteria in compliance with applicable provisions of Gov't Code §§2155.074, 2155.075, 2156.007, 2157.003, and 2157.125. Respondents may fail this selection criterion for any of the following conditions:
(a) The Vendor has a score less than C or Unsatisfactory in the VPTS,
(b) Currently under a Corrective Action Plan through the CPA,
(c) Having repeated negative Vendor Performance Reports for the same reason,
(d) Having Purchase Orders/Contracts that have been cancelled in the previous 12 months for non-performance, (i.e., failure to remedy defective work, late delivery, etc.).
3.06 Procedures in the Event of Tie
In the case of a tie between two or more Bidders, award will be made in accordance with Texas Government Code, Title 10, Subtitle D. Chapter 2155, Subchapter H. Purchasing Preferences. Bidders shall claim the lowest applicable preference(s) in its response by marking the appropriate preference on the Bid Response Form.
If a tie still exists after review of Preferences claimed by the Bidders, each tie Bidder will be given an opportunity to withdraw their Bid. If two or more bidders do not withdraw their bids, the lowest Bidder will be determined by a coin toss or a series of coin tosses when there are more than two Bidders. If all tie Bidders request to withdraw their bids, no withdrawals will be allowed, and the low Bidder will be determined by a coin toss or a series of coin tosses when there are more than two Bidders. The Contract Manager will preside over the proceedings with two witnesses to oversee the tie-breaking activity.

3.07 Reciprocal Preference Law
Texas law requires that responses from nonresidents from a state that grants resident bidder preferences for that state’s purchases must be reciprocated in the same manner when competing against a bidder residing in Texas. In other words, the State of Texas will respond in kind to resident bidder preferences made by other states.
Reciprocity and resident bidder preferences do not apply when evaluating responses that involve the use of federal funds. The reciprocity preference is only applied during the evaluation process and only in situations where the out-of-state bidder is from a state that has a residency preference.
