About this file

This Scope of Work Consolidated Document pertains to a professional services solicitation issued by the Iowa Department of Public Defense (DPD) for the fabrication, delivery, installation, calibration, and sustainment of an advanced, turn-key Synthetic Marksmanship Training-as-a-Service (TaaS) capability designated as Gunfighter Gym. The procurement comprises two service line items structured as a Year 1 lump-sum deliverable for installation and subscription services, followed by four optional one-year annual subscription rates for Years 2 through Year 5. Bids are due September 25, 2026, at 1:00 p.m. Central Daylight Time. The issuing officer is Philip Payton, Iowa DPD, reachable at 515-975-6211 or philip.payton@dpd.iowa.gov. Bidders must submit numerical bids through the IMPACS event system and upload all required documentation as specified in the buyer attachments. Bidders are required to provide certifications, authorize information release, acknowledge receipt of the Scope of Work Consolidated Document, and agree to federal terms and conditions and insurance requirements.

The procurement is subject to Federal Buy American Act requirements. Payment terms comply with Iowa Code 8A.514, which provides the State of Iowa sixty days to process invoices submitted by the contractor. Bidders may request confidential treatment of specific proprietary information with proper documentation. The solicitation requires bidders to demonstrate capability in synthetic marksmanship training system integration and sustainment services. Funding source and specific budget amounts are not detailed in the summary information provided; however, the structure allows for phased implementation with initial installation in Year 1 followed by operational subscription services through Year 5.

Iowa Army National Guard Scope of Work

FOR

Gunfighter Gym

1.0 Scope or Mission:

Iowa DPD seeks professional services to fabricate, deliver, install, calibrate, and sustain advanced, turn-key Synthetic Marksmanship Training-as-a-Service (TaaS) capability.

Specifications outlined in this RFB were designed with the Tactical Ocular Area (TORA™) system in mind. While this is the desired platform, the state will accept approved alternatives that are directly comparable to the outlined specs.

This SOW covers the provision of standard-issue and crew-served non-tethered simulator weapons, including the U.S. Army's next-generation XM250 Light Machine Gun, legacy weapons conversions, and custom state-focused active shooter and tactical movement simulation software. The Contractor shall provide, manage, and sustain all necessary infrastructure (hardware, software, weapons, and charging systems) required to deliver this training capability across key regional IAARNG readiness centers. The platform must support modular procurement configurations— ranging from basic multi-shooter target arrays to highly integrated wide-angle immersive theaters with active-rest ocular-sensory stations—procured on a flexible, "A La Carte" or basis over a five (5) year period of performance.

2.0 Period of Performance:

The period of performance for this agreement shall be five (5) years from the effective date, consisting of a 12-month Base Period and up to four (4) consecutive 12-month Option Periods (Ordering Periods 1–4).

3.0 Specific Tasks & Requirements:

Task Description

3.1 Ordering & Configuration The IAARNG G3 training staff will select configurations and simulated weapons via the initial contract, and then on an ad hoc basis after the initial startup.

3.2 Shipping, Delivery & Site

Verification

The Contractor shall ship and deliver all synthetic training hardware, projectors, COTS computer servers, and non-tethered recoil weapons directly to the regional readiness centers. The Contractor must verify that range spaces meet commercial electrical and HVAC specifications prior to initial calibration.

3.3 Installation & Calibration The Contractor shall install the projection panels, set up eye-safe tracking laser emitters, and calibrate weapons tracking software to ensure sub-millimeter shot accuracy registration. On-site technical support shall verify that the pneumatic charging systems maintain stable pressures for realistic recoil simulation.

3.4 Train-the-Trainer (TtT) Certification The Contractor shall execute a 1-week Train-the-Trainer course for up to six (6) unit operators per regional site. This course must certify range operators on system software, start-up/shut-down procedures, basic troubleshooting, and cognitive-ocular biometric data tracking.

3.5 Software Customization & Support The Contractor shall provide continuous software support, regular database updates, and deliver customized terrain maps or active shooter scenarios based on Iowa local facilities or domestic mission parameters.

3.6 Quality Assurance & Maintenance All simulated weapons and range hardware must meet strict military durability standards.

The Contractor is responsible for all proactive preventative maintenance, emergency on-site repairs, and parts replacement (e.g., laser springs, recoil bolts) to ensure system uptime stays above 98%.
