Section 01 11 00
Summary of Work
CONCRETE PAVING EM/REC Access
Cold Brook Dam
Hot Springs, SD
28 July 2021
1.0 Scope of Work. Work consists of replacing the existing gravel roadway surface with a 120-foot-long 8-inch-thick, 22-foot-wide concrete jointed pavement with 1” dowels. The side slopes will consist of a 6” thick, epoxy reinforced concrete slope paving at varying slope profiles, protected with rip-rap to prevent undercutting of the concrete. The work also includes grading of and removal of existing gravel and slope stabilization, placement of expansion joint material, riprap, geotextile fabric for the Emergency/Recreational Access to Cold Brook Dam. This project is located at the inflow into Cold Brook Dam near Hot Springs South Dakota.
The purpose of this project is to protect the roadbed over the culvert in the event of flooding. This is the emergency access to flood control gates.
2.0 General
2.1 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all
Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from this contract. The Contractor shall comply will all applicable regulations. Applicable regulations include, but are not limited to the following:
a. Engineering Manual (EM) 385-1-1 (USACE – Safety and Health Requirements Manual), dated November
2014;

b. Occupational Safety and Health Standards (29 CFR 1910);
c. Specification Section 31 00 00 Earthwork
d. Specification Section 31 05 19 Geotextile
e. Specification Section 31 11 00 Clearing and Grubbing
2.1.1 Activity Hazard Analysis (AHA). The contractor shall prepare the AHA in accordance with Paragraph 01.A.14 or 01.A.15 of the EM 385-1-1. If using Paragraph 01.A.15, prepare the AHA IAW Figure 1-2.
Note: Contractors and other individual employer’s typically use Job Safety Analyses (JSAs), Job Hazard Analyses
(JHAs), or similar Risk Management assessment tools. The government considers equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services the contractor is performing.
2.1.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference Appendix A, for abbreviated Accident Prevention
Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1-1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite.
2.2 Measurement and Payment. Payment for the work under this purchase order for which contract job or unit price payments will be made are listed in the price schedule and described below. All costs for items of work, which are not specifically mentioned to be included in a job or unit price payment item, are included in the listed job or unit item most closely associated with the work involved. The job or unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

2.2.1 Concrete Paving – 0001. Payment will be made at the contract unit price. Price shall include all plant, labor, materials, and equipment for the supply and installation of concrete pavement, dowels, traffic control, joint saw cutting, grading, and tubular delineator expansion joints per the specifications.
2.2.2 Slope Stabilization – 0002. Payment will be made at the contract unit price. Price shall include all plant, labor, materials, and equipment for the supply and installation of geotextile, Class B riprap, epoxy rebar, and concrete slope per the specifications.
2.2.3 All Remaining Work – 0003. Payment will be made at the contract unit price. Price shall include all plant, labor, materials, and equipment for all other work, including, but not limited to road and slope preparation, mobilization, demobilization, and site restoration. This item excludes all other basic work covered by 2.2.1 and
2.2.2.
2.3 Location. Work is located at the inflow to Cold Brook Dam in Hot Springs, SD.
2.4 Staging Area. Location of staging area shall be coordinated with the COR.
2.5 Delivery, Storage, and Handling. NA
2.6 Work Hours and Work Limits. The contractor is responsible for conducting business, between the hours of
0700 to 1700 Monday thru Friday except Recognized Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
2.6.1 Recognized Federal Holidays: There are eleven (11) recognized holidays.

2.7 Facilities. The Contractor shall provide and maintain portable toilets for use by the Contractor's staff. Toilet(s) shall be placed at the location directed by the Contracting Officer. To prevent overturning by high winds, all portable toilets shall be anchored down. Electricity is not provided
2.8 Environmental Conditions. The contractor shall comply with all applicable Federal, State, Local, and Regional environmental laws and regulations. The contractor is solely responsible for the production, submittal, and approval of all environmental and stormwater permits (state or federal).
2.9 Antiterrorism/Operation Security Requirements. NA
2.0 Submittals. Prior to commencement of work, the Contractor shall submit the following documents to the COR for review and approval:
a. Activity Hazard Analysis (AHA);
b. Abbreviated Accident Prevention Plan (APP)
c. List of who will perform work on this contract;
d. Proof of Insurance for Contractors and Subcontractors;
The below additional submittals will also be required. See Submittal Register for additional information.

3.0 Materials. All materials shall meet the requirements of the specifications.
4.0 Execution. Perform work in accordance with the drawings and specifications sections.
5.0 Inspection and Tests. The government will provide inspection of all work in accordance with FAR 52.213-4 –
Terms and Conditions – Simplified Acquisitions (Other Than Commercial Items).
6.0 Warranty. See FAR 52.246-24 – Warranty of Construction.

8.0 Reference Drawings. Drawings provided for reference only. Drawings may not reflect actual site conditions or show all equipment installed and the government does not guarantee the accuracy of the reference drawings and information provided within this document.
