Scope of Work of Aquaculture 15’ Diameter Round Fiberglass Fish Tanks for Willow Beach National Fish Hatchery, Willow Beach, AZ
1.1 Specifications
The U.S. Fish and Wildlife Service (Service) requires four (4) Fiberglass Fish Aquaculture round tanks, measuring 15’ inner diameter. The maximum overall height of the tanks should not exceed 54”. The depth of the water must be able to achieve 38” from the drain screen with 10” of freeboard to the top flange. The tanks must have a slope of 1:50 on the bottom towards the center drain to increase effluent waste and uneaten solids removal efficiency.
The center drain shall have at a minimum an opening of 144 square inches, with a sump step housing to accommodate a removable stainless steel screen. The exclusion screening must be perforated and sit flush at the bottom of tank. Two exclusion screens must be included with each round tank totaling 8 screens. One must have 1/8” holes and the other ½” holes on 3/16” staggered centers and fit tight enough to prevent fish from passing through. Furthermore, the screen shall be strong enough with stand the pressure of the water and solids without any distortion or bending under load.
A sump shall be installed under the center drain with a minimum of 450 cubic inches with a 3” slip fit SCH40 PVC discharge outlet facing 180 degrees away from the skimmer box. The center drain/ sump will lead to an external standpipe that is used to control tank water level. The external standpipe should consist of a 3” x 6” reducer, a 6x6x6 Tee, 3” SCH40 elbow, a 3” internal standpipe riser to achieve a 38” water depth in the tank and a 6” external standpipe that is the same height as the top lip of the tank. All of the external standpipe fittings shall be furnished with the tanks. There should be one standpipe assembly per tank, total of 4. Included external standpipe material should be identical to that of section A-A below.
We also require a skimmer/drain outlet box be added to the side of the tank to allow for effluent control and solids management. The box dimensions should be 48” wide x 18” length x 24” height, with two 3” Sch 40 slip (inside box) x FNPT (underside of box) PVC drain fittings integrated to the bottom of the box.
In between the box and the inside of the tank, we require an easily removed perforated corrosion-resistant exclusion screen, made of stainless steel or fiberglass. We need 3 exclusion screens per tank, totaling 24 screens. Each tank must come with one 1/8” opening screen, one ¼” opening screen and one ½” opening screen with holes on 3/16” staggered centers. Again, the screen shall be strong enough to withstand the pressure of the water without distorting or bending under load. Also, gaps around screen channel must be less than 1/8” so no fish can pass through any gaps. The screen shall be placed vertically between the tank and box. The box placement shall be flush with the top of the tank.
Integrated into the exterior wall of the tank must be a 2” SCH40 PVC FNPT x FNPT fitting for fastening of an internal spay bar. The height of the spraybar must be 32” above the center drain screen and oriented 20 degrees clockwise from the alignment of the sump drain.
The tanks will be placed on smooth steel grating. Since the tanks will be sitting on grating, skirting shall be required to protect the sump from being crushed and to provide sufficient support for the overall tank to preventing any distortion or flexing when filled with water. There must be a hole routered in the tank skirting aligned with the sump drain fitting for the tanks drain pipe large enough to fit the 3” drain line through.
The Service also requires a fiberglass sump. The height from the bottom of the sump to the bottom of the top flange must be 52.5”. The inner width of the sump is to be at minimum 83”, with an exterior wall width no wider than 95”.
The outer length of the tank is to be 14’. The sump shall have a top flange that is 102” wide. There must be a SCH40 6” FNPT x FNPT fitting where the bottom of the fitting sits flush with the inside floor for influent water entering the back of the sump. This water inlet needs to have an exclusion screen on the inside of the tank so the biomedia contained cannot backflush out of the inlet. There must be a 6” slip fitting for a standpipe/ drain centered on the bottom of the sump 27” from the opposite end of the influent water. This sump requires a channel for a vertical baffle that bisects the interior. The sump must also have 4 integrated lift points capable of supporting the weight of the tank empty.
Single monolithic mold of fiberglass or two piece tanks offers will be accepted and considered. Only one piece tank offers will be considered for the sump. Bid is to include shipping. Bid must also include final on site assembly if the tanks are to be delivered in two halves. Finishing of the seams must meet the minimum specifications in material colors, coatings and thicknesses as the finish on the two halves.
Tanks must have the following minimum specifications:
• Tank is to be constructed using Aropol 5606-T32B marine grade laminating resin or approved equal.
• The resin used shall not contain fillers, unless specified. When specified up to 2% by weight thixotropic agent, Cab-O-Sil or equivalent may be used for viscosity control in the paraffinated top coat on vertical surfaces, provided it will not interfere with visual inspection
• Tank is to be constructed using multiple layer construction:
• Initial layer: chop strand mat with resin-rich skin coat layer with minimum 0.125” total buildup
• Middle layer: 24 oz woven roving on bottom and minimum 24” up side
• Outer layer: chop strand mat with minimum 0.125” total buildup
• Total minimum tank wall buildup thickness: 0.250”
• Tank should be capable of withstanding all forces anticipated during use. The tanks are to be used for the rearing of fish in water temperatures ranging from 10 to 25 degrees Celsius.
• The finish of the interior of the tanks should be smooth with no sharp edges at any fish contact surface.
• Tank interior to be free from any cracking, crazing and pitting with a minimum 25 mils isopthalic inner layer Marine Clear GelCoat over a Soil Brown, FDA gelcoat with titanium dioxide UV inhibitor built in by gelcoat manufacturer
• Tank exterior finish to be white and smooth textured with outer gelcoat layer, minimum 25 mils isopthalic gelcoat with titanium dioxide UV inhibitor built in by gelcoat manufacturer
• All tank hardware to be stainless steel
• Fish exclusion screens to be 16 gauge stainless steel, with 40% open area
• Tank walls and bottom shall not deflect more than ¼”; tanks shall be checked and certified by manufacturer using their internal QC process with results available upon request
• 2” or up to 5” flange around the top of the tank.
1.2 Background
Willow Beach National Fish Hatchery (WBNFH) is a fish rearing facility located 11 river miles south of the Hoover Dam that raises endangered Razorback Sucker (Xyrauchen texanus) for species recovery efforts in the lower Colorado River. WBNFH has recently used round configuration tanks in the early rearing stages of the razorback Suckers with tremendous success. Currently the hatchery utilizes many aquaculture tanks sizes and configurations to achieve Razorback Sucker recovery objectives. These four 15’ aquaculture round tanks will be used to replace two existing badly deteriorating concrete raceway-type tanks that no longer meet our objectives. The shorter the manufacturer can make the tanks the more advantageous they will be for cleaning.
1.3 Basis of Award
Award will be made to the lowest priced, technically acceptable offeror. In order to be considered technically acceptable, offeror shall provide technical brochures, illustrations, pictures, and/or literature, to show proof the offeror has experience specifically in the fabrication of aquaculture tanks. Proposed tanks must meet all of the minimum specifications and characteristics listed above in 1.1 and be approved by WBNFH project leader, Mark Olson in writing before proceeding with manufacture.
After tank is unloaded at delivery location (Willow Beach, AZ), inspected, and set in place, each tank shall be field tested by filling the tank with water. The tank and fittings shall hold water without loss or evidence of weeping for a period of 24 hours.
After testing, the tanks shall be drained, thoroughly, cleaned and dried.
Should any defects in workmanship or material become evident during inspection, testing, or within the warranty standard factory warranties repair or replace the defective tank or fitting as approved by the technical representative at no cost to the Government.
1.4 Approval Drawings
After award, prior to beginning fabrication, the Vendor shall submit an electronic copy of the fabrication drawings for the customer’s approval. These drawings shall include dimensions of the overall equipment, thickness, construction specifications and attachments. Drawings shall be in a PDF or something similar format so the Service can read the file(s).
Approval of the fabricator’s drawings, procedures and calculations shall not relieve the fabricator of the responsibility for the proper and efficient design of the equipment.
1.5 Past Performance
Vendor shall fill out the past performance survey. Past performance survey is to determine whether or not a vendor has past experience within the last three years, of fabricating similar types of fiberglass aquaculture tanks the Government are seeking to purchase.
1.6 Evaluation
Evaluation will be conducted using the lowest price technically acceptable process. To be determined technically acceptable, the vendor must provide illustrations, brochures, literature, or pictures (visual proof) you have previous experience specifically in the fabrication of aquaculture tanks. Must state aquaculture tanks manufacturing.
The award of this requirement shall be made using the policies in the Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. Award shall be made to the vendor whose quotation, conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and the other non-cost or nonprice factors listed above.
