About this file

This document is a Statement of Needs (SON) for the annual Machinery Control System (MCS) update and miscellaneous system modifications on the NOAA Ship SHIMADA. The key requirements include updating the MCS software to add functionality such as adjustable setpoints, priority settings, and a countdown clock to indicate when a generator is about to be taken offline. The contractor is responsible for all labor and materials, and the work must be performed by the Original Equipment Manufacturer (OEM) or under their direction. The location of the work is the Mare Island Shipyard in Vallejo, CA, and the performance period is October 2024. The related federal contract opportunity is Solicitation Number 1333MK25Q0006 for "UPDATE AND GROOM SHIMADA MCS", issued by the Department of Commerce National Oceanic and Atmospheric Administration (NOAA). The contractor is required to update the technical manuals, vessel software, and provide the updated materials to the Contracting Officer's Representative (COR).

NOAA Ship SHIMADA October 2024

MCS MODIFICATIONS AND ANNUAL GROOM

1. Scope:

1.1. Complete the annual Machinery Control System update and miscellaneous system modifications.

2. References

2.1. Upon request

3. Government Furnished Material

3.1. None

4. Requirements

4.1. Unless stated otherwise, all work on the Machinery Control System shall be accomplished by the OEM or under the direction of the OEM. Contractor shall also abide by the lock-out/tag-out and hot work policy for the ship.

4.2. Unless otherwise stated, Contractor is responsible for providing all labor and materials to achieve the requirements of this specification.

4.3. Update the software by adding additional functionality to allow the user to adjust the setpoints for the load and reset time for each standby generator, changing the priority settings to operate in sequential order, research how the EasyGen’s control the generators and circuit breakers when taking standby generators offline.

4.4. Add a "countdown clock" onto the MCS screen which allows the users to know that a gen set is about to come off line. The concern is that during automatic operation, neither the bridge or the engine room personnel know that a generator is about to be taken off line. This is critical because in the event that the vessel slows down for a short period of time, the PMS would see that as a load reduction and automatically take a gen set off line without notice. Counter to be added to the BUS TIE/Main Distribution screen and the Generator Control Screens.

4.4.1. The countdown clock may be incorporated in the "AUTOMATIC SHUTDOWN INITIATED" warning button on the Generator control screen. That button could flash yellow and include a countdown clock indicating which generator is about to come off line.

4.4.2. Add in the Manual that ANY priority change requires that the PMS be reset using the "RESET PMS" icon on the touch screen.

4.4.3. Change the wording of the "Reset Power Management" button on the Generator Control Screens to better indicate that the action is necessary for any priority changes.

4.5. Update the technical manuals with applicable changes.

4.6. Update vessel software with new version and perform a general system groom.

4.7. Verify system performance underway on the vessel. For bidding purposes the sea trial will be up to the three day transit from Vallejo, CA to Newport, OR.

4.8. Upload the updated manuals and drawings onto the ship’s spare computers and submit a PDF and CAD copy of manuals/drawings to the COR.

4.9. Location of work will be Mare Island Shipyard. Address is provided below. The COR will serve as the technical on-scene point of contact.

Mare Island Dry Dock LLC 1180 Nimitz Ave, Vallejo, CA 94592

5. Quality Assurance

5.1. Test the MCS with the COR and Chief Engineer.

5.2. Work shall be performed by contractor with existing knowledge of the MCS code.

6. Notes
