DEPARTMENT OF THE ARMY

US ARMY MEDICAL RESEARCH ACQUISITION ACTIVITY

820 CHANDLER STREET

FORT DETRICK MD 21702-5014

Control No: JA16258 3 August 2016

Justification and Approval for Other than Full and Open Competition

1. Contracting Activity:

U.S. Army Medical Research Acquisition Activity (USAMRAA) 820 Chandler Street Fort Detrick, MD 21702-5014 POC: Contract Specialist: Courtney Chase/Contracting Officer: Jason Kuhns

2. Description of Action:

This approval is being requested by the Military Operational Medicine Research Program (MOMRP)/Program Area Directorate 3 (PAD 3), for award of a modification to Contract W81XWH-11-C-0493 with Capitol I.T. Solutions, Inc. (13907 Carlson Farm Drive, Germantown, MD 20874) to support the continued mission requirements of the MOMRP until a competitive follow-on contract can be awarded. Capitol I.T. Solutions currently provides support to the MOMRP under Contract W81XWH-11-C-0493 with a period of performance through 26 August 2016. This modification is requested for a six month extension on contract W81XWH-11-C-0493, which would result in the period of performance concluding 26 February 2017. Additional Firm Fixed Priced CLINs will be added to the contract to accommodate this extension. Research, Development, Test and Evaluation funds have been set aside for this requirement under Purchase Request Number 0010865114.

3. Description of Supplies/Services:

This six-month extension will fulfill the need of the Government to continue ongoing research, technical, and scientific administrative support services to the MOMRP and other RAD Programs located on Fort Detrick to include the Clinical and Rehabilitative Medicine Research Program (CRMRP), Combat Casualty Care Research Program (CCCRP), and the Military Infectious Disease Research Program (MIDRP). The total estimated value of this modification, inclusive of all added CLINS, is $1,030,176.78.

4. Authority Cited:

The statutory authority permitting Other Than Full and Open Competition is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302- 1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

Control No: JA16258

FOR OFFICIAL USE ONLY

5. Reason for Authority Cited:

In accordance with FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

This modification is for the continuation of services currently being performed under W81XWH-11-C-0493 by Capitol I.T. Solutions. The incumbent contractor performs scientific portfolio analyses, monitors scientific progress of research efforts, and assists in the development of comprehensive, integrated strategic approaches to solving Department of Defense problems in the domain of military operational medicine. These tasks are vital for the daily operations of the organization therefore MOMRP requires the continuation of Capitol I.T. Solutions’ services in order to satisfy organizational needs. Also, this contract supports critical services across various PAD programs. Any change from the incumbent contractor at this point is fraught with unacceptable levels of risk to the Government, with no feasible mitigation strategy because we cannot delay the mission requirements of the MOMRP, CRMRP, and CCCRP. The work being performed currently by Capitol I.T. Solutions is critical in accurately, effectively, and efficiently executing the fundamental mission to oversee basic research, applied research, advanced technology development and advanced component development of medical research in support of its greater MEDCOM and Army Medical Department’s mission and the Defense Health Program (DHP). Delays in contractor support will result in mission failure for MOMRP, as well as the other USAMRMC subordinates supported by this requirement. An extension is required to allow for additional time to compete this effort. Because they are the incumbent contractor for this effort, Capitol I.T. Solutions is the only known contractor that possesses the necessary qualifications to immediately provide continuation of the required services without a negative impact on MOMRP’s mission. For the follow-on requirement, the Government intends to develop an Acquisition Strategy based on market research to determine the most effective competitive approach. The MOMRP anticipates that the follow-on requirement will be awarded by the expiration of this six month extension on 26 February 2017.

6. Efforts to Obtain Competition:

No effort was made to obtain competition for the requirements under this modification for the reasons stated in Paragraph 5.

7. Actions to Increase Competition:

The follow-on Contract for these research, technical, and scientific administrative support services will be competed to the maximum extent practicable. The follow-on acquisition will be appropriately advertised and an Acquisition Strategy will be developed using market research conducted during the pre-solicitation phase of the re-compete.

FOR OFFICIAL USE ONLY

8. Market Research:

The current rates were utilized to price six months of service in accordance with FAR 37.111, which enables the Government to require continued performance of any services within the limits and at the rates specified in the contract. The current rates were determined to be fair and reasonable at the time of exercising the last option period of this contract, W81XWH-11-C-0493.

For the future requirement, market research will be conducted to assist in the development of the Acquisition Strategy. A requirement of similar services is currently being competed on GSA Oasis, an Army Strategic Sourcing Initiatives Preferred Source. It is anticipated this requirement will receive adequate competition, which influenced the decision for this requirement to be competed in the future.

9. Interested Sources:

The notices required by FAR 5.201 have been published. One company, RBCI Technology Services, submitted a capability statement in response to the Notice of Intent to award which was posted on the GPE on 1 July 2016. This capability statement was reviewed by the Requiring Activity and a determination was made that RBCI does not have the capability to maintain continuous operations without major systems disruptions. Additionally, the specific operational medicine research mission of the MOMRP did not appear to be an area of their expertise.
