Control No. 16212 Sole source Justification in accordance with FAR Subpart 13.105 Synthesis of Glucose-Oxime Conjugates for GLUT-Facilitated Transport of Reactivators Across the Blood Brain Barrier

1. Contracting Activity: United States Army Medical Acquisition Activity (USAMRAA)

2. Requiring Activity: United States Army Medical Research Institute of Chemical Defense (USAMRICD)

3. Nature of Action: Follow-on requirement Commercial Services Pricing: Firmed Fixed Price Funds : Research & Development Fiscal Year of funds: 2016 Estimated Total dollar amount: $490,400; $282,500 for base year

4. Contractor Name: University of Delaware, 220 Hulolihen Hall, Newark, DE

5. Description of Services: This action is a follow-on requirement to devise and reduce, to practice synthetic routes to a series of novel sugar-pyridiniumoxime reactivator analogs based on four novel compound classes subdivided into 9 groups. Procurement is for non-personal services to provide synthetic chemistry support for sugar-oxime (SOx) compounds for acetylcholinesterase reactivation and transport studies across the blood brain barrier (BBB).

6. Authority Cited: 41 U.S.C. 1901; FAR 13.501(a)(1)(i)

7. Reason for Authority Cited: Organophosphorus nerve agents remain a prevalent threat to civilian and military personnel. Ongoing research support is provided to the USAMRICD through the collaborative efforts of universities and industry. This is a follow-on requirement for research support services previously explored by the University of Delaware. The University of Delaware has developed novel chemical synthesis routes and processes to deliver the required test compounds. Attempts to compete this requirement for procurement with any other source would result in substantial duplication of costs exceeding $300,000. The University of Delaware will continue to focus on the exploration and development of new synthetic classes of sugar compounds.

8. Efforts to obtain Competition: Not applicable. No effort will be made to solicit offers from as many potential sources as is practicable as there is only one source capable of providing this specific type of test panel repair and maintenance service. Quality of research would be compromised if another vendor was selected.

9. Actions to Remove or Overcome Barriers to Competition: It is the policy of USAMRAA to promote the use of competitive procedures whenever and wherever possible. However, this is a unique product which makes efforts to increase competition very difficult. Market research with future procurements of this nature will include a search for ability to provide synthetic chemistry support for sugar-oxime (SOx) compounds for acetylcholinesterase reactivation and transport studies across the blood brain barrier (BBB).

10. Market survey: Thru extensive interactions at scientific meetings and other scientific forums MRICD has surveyed experts in private and educational institutions that offer experience in for sugar-oxime (SOx) compounds and are recognized as leaders in the field. Some collaborators have been directed to MRICD from other U.S. Government agencies that work with commercialization of research compounds.

11. Interested sources: A sources sought notice was published in FedBizOpps in May 2016, with no responses received, to indicate the requirement should be offered for full and open competition.

12. Procurement History and any other facts: The MRICD research team has been conducting state of the art research to provide synthetic chemistry support for sugar- oxime (SOx) compounds for acetylcholinesterase reactivation and transport studies across the blood brain barrier (BBB) in collaboration with University of Delaware.

13. Technical Requirements Certification: I certify that the support data under my cognizance which are included in this SSJ are accurate and complete to the best of my knowledge and belief.

14. Contracting Officer Certification and Approval: I certify that this justification is accurate and complete to the best of my knowledge and belief. Based upon the facts described herein, I hereby determine that the anticipated price/ cost to the Government will be fair and reasonable, and a determination of price reasonableness will be documented and placed in the contract file.
