ITB 001-25

Sweeping Services for the EXPO Center and Ohio State Fairgrounds

REQUIREMENTS/SPECIFICATIONS

Section 1: Intent

The purpose of this invitation is to establish pricing for the nightly sweeping of hard surface areas and the collection of litter of the Ohio Expositions Center during the length of, one day before and one of several days after the closing of the Ohio State Fair. The several days gap immediately following the fair is anticipated for fair vendors to exit the fairgrounds prior to the final cleaning of the entire hard surface area taking place.

The Ohio State Fair will operate from July 24 through August 4, 2024. This contract will commence in the late evening (PM) of July 23, 2024, with preparations for the opening of the Ohio State Fair, continue nightly through early morning (AM) August 4th, 2024, and finish one day the week immediately following the Ohio State Fair between August 5 through 7, 2024.

Section 2: Single Award

This contract shall be awarded to the responsive and responsible bidder submitting the lowest per day cost for the sweeping services outlined herein to be performed.

Section 3: Contract Duration

The contract is a two-year contract. Dates for the 2025 Ohio State Fair are pending.

Section 4: Pricing

Each day unit cost provided on the pricing page shall include all equipment, maintenance, pickup, delivery, labor, and material cost required to perform the work as described below.

Section 5: Hours of Work

All work is to be performed between the hours of 12:00 am and 4:00 am during the Ohio State Fair and between the hours of 7:00 am and 4:00 pm for the day after the completion of the Ohio State Fair and vendor vacancy.

Section 6: Equipment

The following sweeping equipment may be used to perform the sweeping of the Ohio Expositions Center.

Small air sweeper (Tymco 210 or equivalent)

Large Air Sweeper (Tymco 600 or equivalent) Large Broom Type Sweeper (Mobil M-8 or equivalent) 3,000 Gallon Water Truck (Ledwell F750 or equivalent)

Any combination of equipment and labor can be used in order to complete the assigned work in the allotted time frame. The Department reserves the right to request a listing of equipment the vendor intends to use to perform all work pursuant to this agreement prior to awarding any contract.

Section 7: Scope of Work

The contract sweeper will be required to provide all equipment and manpower necessary to complete the sweeping of the litter on a nightly basis. The amount of litter varies on a daily basis.

It is estimated that approximately four (4) hours will be required to perform the sweeping and litter clean-up operations. The total number of hours required to perform the sweeping and litter clean-up operations may vary depending on weather conditions and the amount of litter that is generated during the operation of the Ohio State Fair with a maximum of five (5) hours being allowed for each day.

To determine the extent of litter to be swept on a given night, a nightly pre-sweeping site review will be conducted by the ODOT project inspector and the contract sweeper supervisor.

The contract vendor will be required to sign in and out his personnel on a nightly basis with the ODOT project inspector.

The contractor shall contact the Ohio Expositions Centers Director of Maintenance to obtain personal identification badges, admission passes, parking passes and vehicle passes for his employees. No additional personal identification badges, admission passes, parking passes and vehicle passes shall be issued for the contractor’s employees other than the employees who are required to supervise or operate the equipment required to perform the work.

The total pavement area swept on a nightly basis is approximately 40 to 60% of the total paved area of the EXPO Center except for the sweeping at the end of the fair. After the fair, all paved areas will be swept. Please refer to attachment A for a site survey of the work area.

The contract vendor shall set aside the traffic cones north of 17th Avenue in the Plaza area for the sweeping of the flare debris.

The Ohio Exposition Center’s Director of Maintenance shall provide access to water, soap and provide an approved dump site. The contract vendor shall deposit the swept litter from the removal to the 2nd bay of the Viaduct at the southwest corner of the EXPO Center property into the dumpster or on the ground. ODOT personnel will load the litter daily from the litter deposit location and have it hauled off-site to the solid waste facility.

The EXPO Center litter crews must complete moving debris in the main aisle ways prior to sweeping each area noted below. The sweeping priorities for the EXPO Center are as follows:

A. North of 17th Avenue and the Plaza Areas (1st) – Large Sweepers B. Kiddies’ Land (2nd) – Small Sweepers C. Midway (3rd) – Small Sweepers D. Food Court (4th) – Large and/or small sweepers E. Mall (5th) – Large and/or small sweepers F. Viaduct (6th) – All sweepers

A diagram has been added on the next page to show an overview of all the areas and acreage that need serviced under this agreement.

The contract vendor shall contact the ODOT project inspector by cell phone once each area is cleared for final inspection on a nightly basis. Contact information will be supplied to the successful vendor.

Should the contractor require more than the maximum of a five (5) hour work period to complete the sweeping and litter clean-up operations during the Ohio State Fair, both the contractor’s supervisor/foreman and the project engineer or his designee shall meet to determine the reason for the delay and how to mitigate any further delays. A disincentive may be assessed at $100 for each hour after each five (5) hour maximum work period.
