QUESTIONS & ANSWERS
Posted 13 October 2020
The following questions and answers are provided for informational purposes only.
Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation. Upon review of the answers provided below, if additional clarification is needed, please forward questions to the attention of Nell Hitchye, Contracting Officer, elhitchye@fbi.gov by close of business on 11 December 2020.
Note: In some instances, additional context has been added to the original question to clearly describe the question for all potential Offerors.
QUESTION 1:
RFP #0005776 Cover Letter: This correspondence lists “The North American Industry Classification System code is 332992, Small Arms Ammunition Manufacturing, with a small business size standard of 1,000 employee”. Please clarify whether or not this is a “unrestricted solicitation/full and open competition” or an SBA concern.
ANSWER 1:
THIS IS AN UNRESTRICTED SOLICITATION/FULL AND OPEN
COMPETITION.
QUESTION 2:
SOW Page 92; M.3.5. Phase II; 2. Ballistic Coefficient: What test equipment or apparatus will the Government use to determine BC? Any further detail on the process and measurement methods will be appreciated; potentially minimizing discrepancies between BC values.
ANSWER 2:
THE GOVERNMENT INTENDS TO UTILIZE AN OEHLER 85 SYSTEM. THE
ACOUSTIC TARGET WILL BE PLACED AT 100 METERS. THE OEHLER
START SCREENS WILL BE PLACED 15 FEET IN FRONT OF THE MUZZLE.
QUESTION 3:
SOW Page 8 C.4.2. Projectile Design: This requirement: “shall certify and warrant that projectile design is compatible with all listed weapons (see Section C.5.1.)” identifies two specific weapons; one equipped with a suppressor. The lead time(s) for sourcing these items (along with related BATF permits/certificates), makes it necessary to request a 60-day extension to the overall RFP close/due date. This will ensure ample time to obtain the listed equipment, allow for proper development/testing/certification of projectile samples specific to these identified platforms and ultimately provide the best possible submission to the Government for consideration.
ANSWER 3:
IN THE CASE OF S.O.W. C.4.2, THE GOVERNMENT WILL HAVE TEST FIRED
SUBMITTED AMMUNITION THROUGH THE WEAPONS IDENTIFIED IN C.5.1
IN SUFFICIENT QUANTITIES TO DETERMINE PROJECTILE DESIGN
COMPATIBILITY.
QUESTION 4:
Will the FBI consider extending the due date by 45 days?
ANSWER 4:
THE GOVERNMENT WILL ALLOW FOR AN EXTENSION FROM 11
DECEMBER 2020 TO 15 JANUARY 2021. AN AMENDMENT WILL BE POSTED
TO REFLECT THE CHANGE.
QUESTION 5:
C.8 AUTHORIZED BUYERS: C.8.1 states the Contractor shall receive a list of authorized buyers post award. Will this list include other Department of Justice agency components and will other agencies be able to seek permission to utilize the contract on a case by case basis?
ANSWER 5:
THE GOVERNMENT ANTICIPATES THAT OTHER DEPARTMENT OF
JUSTICE AGENCY COMPONENTS MAY REQUEST TO PURCHASE FROM
THIS CONTRACT. OTHER US GOVERNMENT ENTITIES MAY BE
PERMITTED TO UTILIZE THE CONTRACT ON A CASE-BY-CASE
DETERMINATION. ALL REQUESTS FROM NON-FBI AGENCIES WILL
REQUIRE APPROVAL FROM THE CONTRACTING OFFICER.
QUESTION 6:
M.3.5 Phase II - 1. Accuracy from FBI Rifles @ 100 meters:
What will the approximate rate of fire be for each 5-shot group with both the FBI Sniper rifle and suppressed LaRue Tactical PredatOBR? What is the approximate amount of time between 5 shot groups with each rifle?
Approximately how many rounds since last cleaned, what is the cleaning process, and how many total rounds on barrel will there be on the FBI Sniper rifle and suppressed LaRue Tactical PredatOBR at the time of the M.3.5.1 Accuracy from FBI Rifles @ 100 meters test?
ANSWER 6:
THE RATE OF FIRE FOR PHASE II ACCURACY TESTING WILL BE SLOW
FIRE – NOT TO EXCEED ONE SHOT EVERY FIVE SECONDS. IT IS THE
INTENT OF THE GOVERNMENT TO FIRE THE BEST GROUPS POSSIBLE
WITH THE SAMPLE AMMUNITION AND THE FBI WEAPONS. THE TEST
PERSONNEL WILL SHOOT AT A RATE THAT IS COMFORTABLE FOR
THEM TO FIRE ACCURATE GROUPS.
THERE IS NO SET TIME BETWEEN THE 5-SHOT GROUPS BUT THE
DURATION WILL BE ADEQUATE TO MINIMIZE HEAT MIRAGE AND
RELOAD THE MAGAZINE. THE GOVERNMENT ANTICIPATES THAT THE
BREAKS BETWEEN 5-SHOT GROUPS WOULD BE NO LESS THAN ONE
MINUTE.
THE AMMUNITION TEST SAMPLES WILL BEGIN THE ACCURACY
ASSESSMENT WITH CLEAN TEST WEAPONS. EACH TEST WEAPON WILL
BE CLEANED AFTER EACH SET OF FIVE 5-SHOT GROUPS.
THE TEST WEAPONS HAVE NOT BEEN PREVIOUSLY ISSUED TO FBI
PERSONNEL FOR OPERATIONAL USE. THEY ARE ALL IN SIMILAR, LIKE-
NEW CONDITION AND INDIVIDUALLY HAVE NO MORE THAN 100 ROUNDS
FIRED.
THE CLEANING PROCESS USED WILL BE:
1. ENSURE RIFLE IS UNLOADED
2. REMOVE BOLT
3. SET RIFLE SO THAT MUZZLE IS DEPRESSED
4. INSERT BOREGUIDE
5. PLACE THE RAG ON THE STOCK AND UNDER THE END OF
THE BOREGUIDE
6. WET ONE PATCH WITH SOLVENT AND PASS THRU THE BORE
– REPEAT. SOLVENT USED WILL BE SHOOTER’S CHOICE.
7. WET A BRONZE BRUSH WITH SOLVENT AND MAKE 10 PASSES
(FORWARD AND BACK EQUALS ONE PASS) THRU THE BORE
8. RE-WET THE BRUSH WITH SOLVENT AND MAKE 10 MORE
PASSES THRU THE BORE
9. RUN PATCHES DOWN THE BORE UNTIL THEY COME OUT
MOSTLY CLEAN (NOMINALLY 15 PATCHES)
10. REMOVE THE BOREGUIDE
11. PLACE CHAMBER BRUSH ON PISTOL ROD
12. WRAP LARGE PATCH AROUND THE CHAMBER BRUSH
13. INSERT THE PATCH WRAPPED BRUSH INTO THE CHAMBER
AND TWIST TO CLEAN
14. REPLACE THE BOREGUIDE
15. RUN ONE MORE PATCH DOWN THE BORE
16. WIPE OFF THE SOLVENT AT THE MUZZLE
17. REASSEMBLE THE RIFLE
QUESTION 7:
Ballistic Coefficient from FBI Rifles:
At what distance or Mach number will the G1 ballistic coefficient be calculated?
ANSWER 7:
IT IS THE INTENT OF THE GOVERNMENT TO MEASURE THE G1
BALLISTIC COEFFICIENT (B.C.) AT A DISTANCE OF 100 METERS.
QUESTION 8:
Muzzle Velocity:
Will the 20-round sample be fired within one session and if so, what will the approximate firing frequency be? If it will not be fired in one session, how many rounds per session will be fired and how long between each session.
ANSWER 8:
THE 20-ROUND SAMPLE FIRED FOR ASSESSMENT #3 MUZZLE VELOCITY
WILL BE FIRED IN ONE SESSION WITH FOUR 5-ROUND MAGAZINES. THE
MAGAZINES WILL BE LOADED PRIOR TO THE START OF THE
ASSESSMENT. THE ROUNDS WILL BE FIRED AT A SLOW PACE,
APPROXIMATELY ONE SHOT EVERY 3 TO 5 SECONDS TO ENSURE
ADAQUATE TIME FOR THE OEHLER SYSTEM TO RECORD EACH SHOT.
MAGAZINE CHANGES WILL BE SHORT IN DURATION.
QUESTION 9:
Velocity Temperature Stability:
Does the word sample signify the 20-round sample, or an individual round? In other words, will the entire sample of 20 temperature conditions rounds be removed from the temperature exposure and tested or will one round be removed and tested at a time from the temperature exposure.
ANSWER 9:
FOR THE VELOCITY TEMPERATURE STABLILTY ASSESSMENT, IT IS THE
INTENT OF THE GOVERNMENT TO LOAD THE 20 ROUNDS IN FOUR
MAGAZINES WITH FIVE ROUNDS EACH. THOSE MAGAZINES WILL BE
REMOVED FROM THE CONDITIONED CHAMBER ONE AT A TIME. ALL
FIVE ROUNDS WILL BE FIRED BEFORE THE NEXT MAGAZINE IS
REMOVED FROM THE CHAMBER. THE ENVIRONMENTAL CHAMBERS
ARE LOCATED DIRECTLY ADJACENT TO THE SHOOTING POSITION AND
IT IS ANTICIPATED THAT ALL TEST ROUNDS WOULD BE FIRED QUICKLY
ONCE REMOVED FROM THE CONDITIONED SPACE.
QUESTION 10:
SAAMI/NATO Pressure:
What is the twist rate, barrel length, and barrel manufacturer that will be used for SAAMI pressure measurements?
ANSWER 10:
IT IS THE INTENT OF THE GOVERNMENT TO USE A STANDARD SAAMI
VELOCITY AND PRESSURE TEST BARREL, 24 INCHES, FOUR GROOVES,
AND A TWIST RATE OF 1:12”. THE TEST BARREL WAS MANUFACTURED
BY WISEMAN.
QUESTION 11:
Per the RFP, we understand in Volume #2: Price Proposal we need to include a certification of an active registration in the System for Award Management (SAM) database and Online Representations & Certifications Application (ORCA). In that ORCA was obsoleted by SAM, could the FBI confirm that a SAM registration only is sufficient?
ANSWER 11:
VERIFIED WITH SAM HELP DESK, ORCA IS NOT OBSOLETE. IF THERE IS
A CHALLENGE WITH OBTAINING ORCA THROUGH SAM, PLEASE
CONTACT THE SAM HELP DESK, HAVE YOUR DUNS# AVAILABLE.
QUESTION 12:
We understand we need to include the Signed Cover Page (provided with prospective offeror letter) by an individual authorized to bind the organization, is that provided as an attachment with a preferred format? Or is contractor format acceptable?
ANSWER 12:
SEE ATTACHED COVER PAGE FOR USE
QUESTION 13:
Would a Vendor Day be considered?
ANSWER 13:
NO VENDOR DAY WILL BE CONSIDERED.
QUESTION 14:
In reference to the testing firearms, are the chambers of the test weapons SAAMI, match, or proprietary?
ANSWER 14:
THE CHAMBER CUT OF THE BRF TEST WEAPONS ARE AS FOLLOWS:
(1) HS PRECISION TEST BARREL; CONTACT HS PRECISION FOR
DETAILS
(2) FBI SNIPER RIFLE; 308 WINCHESTER SAAMI CHAMBER CUT
(PRECISION TOOL AND GAUGE REAMER # T10185)
(3) LARUE TACTICAL PREDATOBR; CONTACT LARUE TACTICAL FOR
DETAILS
QUESTION 15:
Can chamber drawings be provided to the vendors to replicate the test weapons?
ANSWER 15:
NOT FROM THE FBI. THE COMPANIES LISTED IN ANSWER #14 ABOVE CAN
BE CONTACTED FOR THEIR PROPRIETARY CHAMBER DRAWINGS.
QUESTION 16:
Will the Government waive finished packaging requirements for sample submissions (similar to the sample headstamp waiver on Page 8/C.4.4)?
ANSWER 16:
YES. THE PACKAGING REQUIREMENTS OUTLINED IN THE STATEMENT
OF WORK C.6 AND D.1 WILL ATTACH ONCE THE AWARD HAS BEEN
MADE AND THE CONTRACT IS IN PLACE.
