About this file

This is a Material Source Narrative memo from the Oregon Department of Transportation (ODOT) detailing specifications and site information for the Long Butte Cinder Pit, an ODOT-owned aggregate material source located approximately 5 miles north of Bend, Oregon. The project requires contractors to produce and deliver 15,000 cubic yards of cinder sanding aggregate meeting specified grading requirements from either a commercial source or by crushing material from the provided Long Butte Cinder Pit source. The material source is located at US 97 Highway MP 130.18, accessible via the Deschutes Market Interchange and Tumalo Road, with approximately 10 acres available for equipment setup, aggregate processing, and stockpiling. The excavation area contains adequate in-place cinder material to complete the project, with the development plan detailed in the Plans sheets GE01 and GE02, and special provisions outlined in Section SP00235. Contractors are required to examine the site and review all available information prior to bid submittal, as specified in Oregon Standard Specifications Section 00120.15.

The Long Butte Cinder Pit is an ODOT-owned source licensed under DOGAMI Operating Permit #09-0002 with renewal required by September 30, 2026. The site has been used previously for sanding aggregate production, most recently in 2022, and may produce some oversize material due to zones of welded cinders; all oversize material exceeding 50 cubic yards with dimensions larger than 1 foot diameter must be reduced to specification size. Contractors must account for potential secondary reduction equipment needs and submission of any proposed development plan changes requires written approval from the Engineer. The material source narrative packet is for informational purposes and does not replace pages supplied in the bid packet; contractors should carefully consider site conditions, anticipated operational variables, and their experience with similar materials when preparing bids.

SUBJECT: Material Source Narrative Long Butte Cinder Pit ODOT Source #OR-09-072-4, DOGAMI #09-0002 US97 (Hwy 004), MP 130.18

Introduction This memo and attachments should be duplicated and distributed to all bidders that inquire about this prospective material source, as per Section 00120.25 of the Oregon Standard Specifications for Highway Construction, 2024 ed. The development plan can be found on Sheets GE01 and GE02 of the Plans, and the Special Provisions are in Section SP00235. The Contractor should review the information provided in this application package and consider variables in production and implementation to produce the required material quantities based on their knowledge of the project-specific development plan and experience with like materials. Any changes to the development plans or special provisions for the material source must receive written approval of the Engineer.

The current development plan for this source was prepared based upon the estimate of the project requiring approximately 15,000 cubic yards of produced and stockpiled sanding aggregate. The area identified in the plans as the Excavation Area contains adequate material necessary to complete the project with the above-proposed quantity.

Approximately 10 acres will be available for equipment setup, aggregate processing, and stockpiling and possibly an additional 0.5 acre for new excavation area.

This prospective material source is an ODOT-owned source of aggregate materials, located in the SW¼ SW¼ of Section 22, T. 16 S., R. 12 E., W.M., approximately 5 miles north of Bend, OR. To access the site, exit at Deschutes Market Interchange at US97 MP 130.18, loop around to Tumalo Road, and then travel 0.8 miles to 85th Street. Turn north and travel 0.25 miles, turn northwest onto 85th Place, and travel 0.5 miles to the gated source on the right.

Material Source Narrative Long Butte Cinder Pit ODOT Mountain Unit - Geology

Site Geology Long Butte Cinder Pit is located on the southern flank of a cinder vent/deposit within the Deschutes Formation, erupting sometime in the Pliocene (3-4 million years ago), according to DOGAMI’s published Oregon Geologic Data Compilation, Release 6 (OGDC-6). Based on the mapping associated with this area, the surrounding and underlying geology is a similarly aged basalt flow; however, excavations in the pit have only encountered cinders along with a few zones of more welded cinders which form harder boulder-sized rocks that may be more difficult to reduce for usable sanding aggregate.

Development Concept The area identified as the Excavation Area on the development plan map should be in-place material, possibly with a thin layer of finer material from the previous operation. The concept for the current development is to expand the previous excavation to the northwest, creating stable, clean working faces and a level, uniform floor. This will allow long-term goals of efficient resource removal, continuing access into the source, and maximizing the area available for future processing and stockpiling

Past Operations This pit has been used multiple times to produce sanding aggregate for ODOT, most recently in 2022. The only issue on file associated with this site is the potential to produce some oversize material within the site. As noted above, this is due to the zones/seams of more welded material. Special consideration should be given to the preparation of the bid, taking into account the need to handle or reduce oversize material to a usable size –

Material Source Narrative Long Butte Cinder Pit ODOT Mountain Unit - Geology special equipment or equipment setup may be necessary for secondary reduction, or to enable the Contractor to handle the larger material if it is created in the source. As addressed in the Specifications, all loosened oversize material, with the exception of 50 cubic yards (maximum dimension of 2.5 feet), is to be reduced to a size no larger than 1 foot diameter; therefore, Contractors should bid accordingly.

General Information As per Oregon Standard Specifications Section 00120.15, Examination of Work Site and Solicitation Documents; Consideration of Conditions to be Encountered, Contractors shall carefully examine this site and become familiar with the existing conditions and appearance of the site prior to bid submittal. Based on the on-site visits and review of all available information, the Contractor will then be able to submit a bid based upon the existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and the most accurate information available for the source. As stated in the operating specifications, any proposed development plan changes shall be submitted in writing for approval by the Engineer. Documentation contained within this Material Source Narrative Packet is for informational purposes only; it is not meant to replace those pages supplied in the Bid Packet.
