III. FIRM
Firm – Please provide examples of Firm experience in Broadband, and in fiber management, if any Jacobs has extensive experience in Broadband and Fiber management. We have a dedicated team of senior personnel with expertise in communications, fiber management, telecom, electrical and transportation systems management experience working on several “Middle Mile” projects throughout the country. Some examples are included below:
1. North FL Broadband Authority, Middle Mile Microwave Network Development, Tallahassee, FL Jacobs staff provided Program Management and Construction Management services to the North Florida Broadband Authority for the deployment of a $30 million middle mile microwave network that is being funded through a federal BTOP grant. The program is intended to support broadband connectivity in the rural areas of northern Florida. Working closely with the NFBA leadership team, including NFBA’s General Manager and Jacobs staff led all procurement activities associated with this assignment, from development of procurement documents through proposal evaluation, vendor selection, and contract negotiations. Specifically, we coordinated the successful procurement of (1) Fiber Access Points to provide backhaul to NFBA data centers, (2) Network Operator services, including network operations, monitoring, and trouble-ticket management, and (3) Field Services contractors to provide preventive and reactive maintenance services for NFBA.
2. MassDOT, Massachusetts Emergency Transportation Fiber Optic Network (METFON), Boston, MA The METFON project was a Statewide Emergency Allocated Fiber Optic Network connecting all emergency response and critical incident agencies, in the state of Massachusetts, over a proposed 40GigE Enterprise Network. Two of these agencies, the Massachusetts Department of Transportation (MassDOT), and the Registry of Motor Vehicles in Quincy, MA were separated by over five miles of heavily urbanized terrain, which made a new fiber optic installation problematic. Jacobs designed a licensed digital microwave communications system to close the gap between these two agencies but still provide the maximum throughput of 1Gps. The wireless design incorporated sophisticated radio equipment utilizing dual-polarized transmission paths to minimize equipment complexity and cost while maximizing available bandwidth.
3. Delaware River Port Authority, Broadband Communications Options, Camden, NJ Jacobs evaluated the feasibility of broadband communications options to address DRPA requirements associated with the Central Operations Center. Jacobs evaluated the following options to address DRPA’s needs:
• Lease dark fiber connecting all DRPA bridges.
• Lease broadband service from local service provider.
• Build/operate broadband microwave utilizing existing DRPA licenses.
Our staff coordinated (1) the compilation of network maps for dark fiber providers in the region, (2) interviews with broadband service providers regarding service availability and lease rates, and (3) research regarding microwave feasibility, including preliminary pricing for a digital microwave system.
We then developed a feasibility report detailing the capacity, availability, reliability, and pricing of the alternative solutions.

Dan serves as the project manager for the State of Massachusetts’ statewide study for MassDOT to analyze the impacts on COVID-19 on their freight network (including rail, highway, and air-related freight). The work plan that Dan developed, and is working on with his team, includes: conducting a detailed quantitative and qualitative assessment of COVID-19’s impacts on Massachusetts’s freight network and developing an impact-certainty about the future matrix (scenario analysis). The quantitative analysis includes truck origin-destination analysis, freight movement and parking, freight monitoring technologies, commercial vehicle crash analysis, air cargo trends, and marine cargo trends. The impact-certainty about the future matrix will be used in examining and prioritizing strategies pertaining to the state’s infrastructure, workforce, operations, and policies that need further attention in the next Massachusetts Freight Plan update.
WILL HOLIK, PHD, PE – PROJECT MANAGER:
Minnesota Department of Transportation (MnDOT), State of Minnesota Freight/Truck Station Location Optimization Plan, Statewide, MN. Role: Project Manager/Principal Investigator.
Will managed and led the development of MnDOT’s plan to optimize the location of maintenance garages and develop and implementation plan for facility replacement based on facility age, condition, and cost savings from the optimization models. The location models optimized maintenance vehicle routes to reduce operational expenses to MnDOT. A benefit-cost analysis was conducted to compare the operational improvements against costs to build new facilities, including land acquisition, site preparation and utility installation, building construction, wages, and fuel costs. The final result was a phased and prioritized implementation plan that indicated whether facilities should be relocated, rebuilt on-site, or combined.
II. FIRM
• Firm - Can you provide an example of the Firm’s experience in state freight if any?
NEW JERSEY DEPARTMENT OF TRANSPORTATION (NJDOT), STATE FREIGHT STRATEGIC PLAN,
STATEWIDE, NJ
Jacobs led a multidisciplinary team in preparing the State of New Jersey’s statewide Freight-Rail Strategic Plan for NJDOT focused on maximizing the economic, environmental, and quality of life benefits of robust highway and rail freight systems. Building upon extensive coordination and input from multiple state agencies, Class I railroads, and shortline/terminal railroads, the study identified issues representing varying degrees of impediment to creating and operating a flexible and efficient freight rail system. These issues range from critical infrastructure improvement needs affecting operational capacity and integrating freight rail operations into local communities. Recommendations include: 1) facilitating the efficient and cost-effective movement of goods to businesses, industries, and consumers; 2) encouraging business and industry retention and growth; 3) improving public safety; 4) creating jobs; 5) reducing greenhouse gases to enhance the quality of life within New Jersey.
