About this contract
This Texas Indefinite Delivery Vehicle (IDV) is a term contract focused on procuring various types of footwear for state institutional use, primarily for the Texas Department of Criminal Justice. The contract encompasses a diverse range of shoes, including men's and women's athletic shoes, work boots, and tactical boots. Product specifications include Reebok QuickChase athletic shoes in various widths and sizes, Access brand work boots in sand color, and tactical boots from brands like 5.11, with sizes ranging from 3.5 to 15 and prices ranging from $16.90 to $89.10 per pair.
The IDV is administered by the Texas Department of Criminal Justice's Institutional Division (TDCJ-ID) and is managed through the Texas Comptroller of Public Accounts' Statewide Procurement Division. The contract vehicle is structured as a term contract with multiple prime contractors, including Keefe Group, LLC and Caribbean Basin Brokers LLC. The contract covers the period from various award dates in 2020 through December 31, 2025, with a statewide geographic coverage for Texas. While individual contract values vary, the IDV supports multiple procurement needs across different state agencies, including the Department of Criminal Justice and the Department of Public Safety.
The contract awards demonstrate a comprehensive approach to institutional footwear procurement, with numerous individual awards made throughout 2020 and 2025. Contract values range from as low as $68.76 to over $198,240, with cumulative totals across multiple awards. The line items consistently show precise quantities of shoes, typically ranging from 4 to 3,480 pairs per award. Most awards include freight and are tax-exempt under Texas Tax Code Section 151.309(4). The awards feature standardized delivery requirements, often mandating delivery within 2-14 days after receipt of order, and are structured to meet the specific sizing and specification needs of Texas state institutions.
