About this contract

The Washington Statewide Contract 08215 is an Indefinite Delivery Vehicle (IDV) for IT Professional Services (ITPS) designed to provide state purchasers with a comprehensive platform for obtaining competitive IT service proposals. The contract encompasses multiple categories of IT services, including geographic information system (GIS) services, access management, PC application design, content/data standardization, and database information retrieval. State agencies can leverage this contract to identify and engage IT service providers through WEBS, the state's solicitation-notification system, with a streamlined program agreement that replaces traditional procurement processes.

The contract is awarded to Berry, Dunn, McNeil & Parker, LLC and is managed by the Washington Department of Enterprise Services (DES). Effective from February 1, 2016, the IDV has a thirteen-year period of performance, extending through February 1, 2029. As a statewide contract, it covers the entire state of Washington and requires purchasers to conduct competitive solicitations when utilizing the contract. Notable changes include the planned closure of certain categories, with Categories 4 and 5 transitioning to an IT Project Management contract, and Categories 6 and 7 moving to an IT Development contract, effective April and May 2024, respectively.

Description

Contract Scope IT Professional Services (ITPS) is a group of categorized lists or "pools" of IT service providers within WEBS, the state's solicitation-notification system, for state purchasers to use when they seek competitive proposals for their IT business needs. The categories identify common IT business needs of state government. In an effort to streamline program entry for service providers, DES has developed a simple click-through program agreement to replace a formal procurement process.

Service providers can identify their expertise and have their company names added to appropriate notification lists in WEBS. Please note use of this Contract may be subject to collective bargaining and/or other requirements in accordance with RCW 41.06.142 and any applicable collective bargaining agreement provisions.
