About this contract

The Washington State Statewide Contract 06419 is a specialized Indefinite Delivery Vehicle (IDV) focused on comprehensive homeless encampment cleanup and environmental mitigation services for public properties. The contract encompasses two distinct service categories based on site complexity: Category 1 for high- and medium-high-complexity cleanups involving sites 1.5 acres or larger, requiring heavy equipment, steep slope navigation, and specialized waste removal expertise; and Category 2 for moderate- and low-complexity cleanups on smaller, flatter sites. Contractors must provide certified documentation in hazardous waste handling, bloodborne pathogen management, and fall protection, with specific requirements tailored to each service category.

The IDV is awarded to NRC Environmental Services by the Washington State Department of Enterprise Services, with a contract period from January 18, 2022, to January 16, 2027. Covering the entire state of Washington, this statewide contract includes subcontractors certified as small, OMWBE, or Veteran-owned businesses. The contract aligns with multiple UNSPSC and NIGP codes related to toxic waste cleanup, ecological services, waste disposal, and hazardous material management. Authorized purchasers can leverage this contract for comprehensive environmental remediation services across Western, Central, and Eastern Washington regions.

Description

Contract Scope This Statewide Contract is for the cleanup and environmental mitigation of homeless encampments on public properties after they have been abandoned or cleared of human habitation. Work under this Contract will be performed by multiple contractors in three regions of Washington -- Western, Central and Eastern -- in two service categories based on size and complexity of cleanup sites: Category 1: High- and medium-high-complexity cleanups This category is for large sites (1.5 acres or larger) for which cleanup might require heavy equipment and experience in navigating steep slopes, safely removing large amounts of medical, chemical, biological and/or solid waste, and addressing the potential for bloodborne pathogens onsite.

Category 1 Contractors are required to provide documentation of certification in steep slopes - fall protection equipment; hazardous waste handling and disposal; and bloodborne pathogens (see Contract Section 4.4). NOTE: Purchasers may designate a cleanup site of 1.5 acres or less as Category 1 if the cleanup requires navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) and/or requires the use of heavy equipment.

Category 2: Moderate- and low-complexity cleanups This category is for smaller sites (less than 1.5 acres) for which cleanup will not require heavy equipment and the site topography is flat or moderately flat. Category 2 Contractors are required to provide documentation of certification in hazardous waste handling/disposal and bloodborne pathogens (see Contract Section 4.4). NOTE: Purchasers may designate a cleanup site of larger than 1.5 acres as Category 2 if the cleanup does not require navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) or the use of heavy equipment.

This contract includes subcontractors/authorized resellers/authorized distributors who are certified as WA State small, OMWBE, or Veteran-owned. Some contractors may have multiple certifications. See the links at the bottom of the page for all subcontractors and their certifications.
