The Florida Department of Transportation (DOT) Master Agreement with the Department of Corrections establishes a comprehensive framework for utilizing inmate labor across transportation infrastructure projects. The IDV enables DOT to deploy minimum and community custody inmates in supervised work crews for over 85 different maintenance and support activities. These tasks include facility maintenance, road repair, drainage structure work, landscaping, emergency services, traffic control, bridge maintenance, and various infrastructure support functions, with each work hour compensated at a rate of $10.65 per man-hour.
The master contract, effective from July 1, 2019 to June 30, 2020, covers the state of Florida and has a total fiscal year appropriation of $19,646,000.00. The contract is structured as a renewable annual master agreement between the DOT and Department of Corrections, with specific local agreements to be established between DOT districts and correctional facilities to coordinate precise work schedules, locations, and inmate assignments. The Department of Transportation serves as the primary contracting organization, with the Department of Corrections providing the inmate labor workforce under supervised conditions.
