The Florida Master Agreement HM012 is a statewide Indefinite Delivery Vehicle (IDV) focused on residential hazard mitigation construction services across Florida's 67 counties. The contract enables comprehensive residential protection and resilience projects, including structural elevation, mitigation reconstruction, property acquisition-demolition, and wind retrofit services. Contractors will provide turnkey solutions spanning project design through construction closeout, addressing critical infrastructure vulnerability and property protection needs for Florida communities.

The master agreement is awarded to IEM International, Inc. by the Executive Office of the Governor, with a performance period from January 1, 2026, to December 31, 2027. The contract is structured as a master agreement allowing task order-based deployment, with contractors selected through competitive bidding processes. While no predetermined maximum contract value is specified, compensation will be based on approved construction budgets with milestone payments ranging from 20-50% depending on specific project types. The IDV covers the entire state of Florida and is administered through the Division of Emergency Management's Hazard Mitigation Assistance program, potentially utilizing federal FEMA funding sources.
