About this contract

The master indefinite delivery vehicle contract provides comprehensive petroleum contamination site response action services in Florida's South Region. The contract encompasses all phases of petroleum site remediation, including site assessment activities (reconnaissance, initial and supplemental site assessments, and closure determinations), remedial options and design services (feasibility studies, pilot testing, and remedial action plan development), remedial action implementation (natural attenuation monitoring, free product recovery, soil removal, and system operation and maintenance), and site closure activities. Services are structured through a combination of fixed-price, cost-reimbursement, and performance-based pricing models as specified in individual work assignments. The detailed rate schedule includes pay items covering mobilization, drilling and boring operations, well installation and abandonment, sample collection and field testing, laboratory analysis for soil and water samples, debris and waste removal and disposal, remedial system construction and operation, equipment rental, professional engineering and geology services, and associated reporting requirements. Work assignments are issued through task assignment notifications or purchase orders, with no guaranteed minimum work volume.

Gannett Fleming, Inc. serves as the prime contractor for this master agreement, administered by the Florida Department of Environmental Protection under the Petroleum Restoration Program. The contract was originally executed on February 24, 2014, and has been extended through September 30, 2025, through multiple amendments. The contract is structured as an indefinite delivery master agreement under Florida Statutes Section 376.30711 and Section 287.057, with an initial five-year term and the option for an additional five-year renewal contingent upon satisfactory performance. The contractor is required to maintain $1,000,000 in comprehensive general liability coverage, $1,000,000 in comprehensive automobile liability coverage, and $1,000,000 in professional liability coverage. Rates are fixed for twenty-four months following the contract effective date, with annual increases permitted up to 5 percent subject to documented justification and department approval, and the contract applies to approximately 10,000 confirmed contaminated sites eligible for cleanup funding from the Inland Protection Trust Fund.
