About this contract

Master Agreement GC788 provides comprehensive petroleum contamination site response action services in Florida's North Region under the state's Petroleum Restoration Program. The contract encompasses a full spectrum of environmental remediation services across four primary cleanup phases: site assessment, remedial options and design, remedial action implementation, and site closure. Procurable services include soil and groundwater characterization, free product recovery, drilling and boring operations, well installation and abandonment, sample collection and laboratory analysis, remedial system design and installation, equipment operation and maintenance, monitoring activities, and final site restoration. Compensation is structured on a combination of fixed price pay items, cost reimbursement with specified handling fees, and negotiated professional engineering and geology services, with rates detailed in a comprehensive rate schedule comprising over 300 line items. Work is assigned through Task Assignment Notification Forms, Change Order Forms, or MyFloridaMarketPlace purchase orders, with the contractor bearing all liability for performance and assuming responsibility for all equipment, materials, personnel, and operational requirements.

The prime contractor for this indefinite delivery vehicle is WSP USA Environment & Infrastructure, Inc. (formerly Wood Environment & Infrastructure Solutions, Inc., and initially AMEC Foster Wheeler Environment & Infrastructure, Inc.), contracted by the Florida Department of Environmental Protection. The contract was originally executed on February 18, 2014, with an initial five-year term and renewable for an additional five-year period contingent upon satisfactory performance. As of the most recent amendments, the contract has been extended through September 30, 2025, with no new Purchase Orders or Task Assignments to be issued beyond the extended term, though existing assignments may continue for up to twelve months for completion. The contract is classified as an indefinite delivery/indefinite quantity (IDIQ) vehicle funded by the Inland Protection Trust Fund, with no minimum work volume guaranteed to the contractor. The contractor must maintain qualified status with the Department, carry minimum insurance coverage of $1,000,000 general liability and professional liability per occurrence, and comply with all applicable federal, state, and local regulations.
