The Florida Department of Transportation (FDOT) Master Agreement C8947 is an engineering-focused Indefinite Delivery Vehicle (IDV) that primarily supports transportation infrastructure and multimodal center development projects. The contract enables professional services related to engineering studies, cultural resource assessments, environmental compliance, and transportation planning, with specific focus on areas such as feasibility studies for intermodal centers, airport connectors, and regional transportation initiatives. Services under this IDV include project development and environment (PD&E) studies, cultural resources assessments, NEPA compliance services, and comprehensive transportation connectivity analyses.

The master agreement was awarded to Janus Research Corporation on October 31, 2003, with a completion date of May 30, 2014, covering the state of Florida. The contract is structured as a cost-reimbursement master agreement, allowing for task-specific work orders with varying financial allocations. While specific total contract value is not explicitly stated, individual task work orders demonstrate financial scopes ranging from approximately $208,866 to $2,208,449. The IDV provides flexibility for FDOT to procure specialized engineering and transportation planning services across multiple project types, with rigorous performance tracking and accountability mechanisms in place.
