About this contract

The Florida Department of Education Master Agreement 24L20 is a research-focused indefinite delivery vehicle (IDV) designed to comprehensively analyze curriculum implementation practices among School Readiness (SR) and Voluntary Prekindergarten (VPK) program providers statewide. The IDV enables detailed investigation of early learning curriculum usage, focusing on providers serving children from birth to kindergarten, with the primary objective of informing state-level initiatives, policies, and educational practices. The research will explore critical aspects of curriculum implementation, including teacher instructional strategies, parental engagement activities, and the transformative potential of developmentally appropriate curriculum in improving child outcomes.

The master agreement is awarded to Florida State University's Florida Center for Reading Research, with a contract period from September 28, 2023, to July 31, 2024. The contract is a master agreement type, funded through the American Rescue Plan (ARP) Act Discretionary Child Care and Development Block Grant Trust Fund, with a total value of $500,000. The IDV covers the state of Florida and will involve surveying approximately 25% of child care providers (up to 625 providers) through online surveys, follow-up interviews, and optional on-site observations. Deliverables include a final survey, mid-point progress report, stipend report, and comprehensive final analysis report to support ongoing improvements in early learning educational strategies.

Description

This research project will provide statewide data and analysis of curriculum implementation practices among providers in the SR and VPK program. Results will allow for statewide analysis to inform initiatives, policies, practices, and procedures. Section 1002.88(1)(f), Florida Statute (F.S.), requires the use of a state-approved curriculum or curricula in the provision of the SR program for children ages birth to kindergarten.

Child care providers offering school age programs exclusively are not required to select and use state approved curricula. VPK providers may select or design the curriculum that the provider uses to implement the VPK program unless the provider is on probation (F.S. s. 1002.67(4)(c)1.) and chooses to use an approved VPK curriculum as part of their technical assistance plan. Use of a developmentally appropriate curriculum is a vital component of a high-quality early learning program.

A comprehensive curriculum implemented with fidelity can play a transformative role in helping improve child outcomes. From helping teachers to create individualized child instruction, to designing parental engagement activities specifically tailored for each child, today's comprehensive developmentally appropriate curriculum is a major part of the teacher's daily plan and processes.
