Reimbursement of medical costs incurred for DOC responsible inmates housed in Illinois State DOC…

The State of Virginia awarded a contract to the State of Illinois Department of Corrections for the reimbursement of medical costs incurred for Department of Corrections (DOC) responsible inmates housed within the Illinois State DOC facilities. The contract, identified as PO05420650, was awarded on July 27, 2026, with a cumulative value of $3,838.30. The reimbursement is calculated on a cost basis for invoices received during Fiscal Year 2026, with deliverables directed to Zabiullah Moqim.

This contract represents a single line item arrangement structured as a lot-based procurement for inmate medical expense reimbursement between the two state corrections departments. The relatively modest contract value reflects what appears to be a specific, defined population of Virginia DOC inmates housed in Illinois facilities during the fiscal period. The cost-reimbursement structure allows Virginia to recover actual medical expenses incurred by Illinois on behalf of Virginia's inmates, establishing a financial mechanism for inter-state inmate housing arrangements.
