Digital Library: Project Content License - 1 User, Digital Library: Project Platform License - 1…

The Commonwealth of Virginia, through its Department of Criminal Justice Services, awarded contract PCO05430243 to DeepDyve Inc. on August 5, 2026. The contract encompasses a digital library platform and associated licensing services valued at $303.25, with a service period extending from July 1, 2026, through June 30, 2027. The deliverable consists of three integrated components: a Digital Library Project Content License for one user, a Digital Library Project Platform License for one user, and a Digital Library Project Artificial Intelligence License for one user, to be delivered to Baron Blakley.

This procurement represents a single-lot acquisition of software licensing services supporting digital library capabilities within the Department of Criminal Justice Services' operational infrastructure. The minimal contract value and limited user allocation suggest this award may constitute a pilot implementation, departmental trial, or support for a specific operational function rather than an enterprise-wide deployment. The inclusive licensing structure indicates the contractor will provide comprehensive access to content, platform infrastructure, and artificial intelligence functionality throughout the service period.
