The contractor will produce a standalone, publication-ready legal brief on Afghan immigration…

The College of William & Mary in Virginia awarded a contract to Stacy Elizabeth Kern-Scheerer on August 2, 2026, with a cumulative contract value of $3,000.00. The prime contractor will deliver a single, publication-ready legal brief addressing Afghan immigration pathways and integration outcomes in the United States. The deliverable is designated for performance at the contractor's location as specified by the awardee address.

The legal brief will provide comprehensive analysis of the legal framework, policy development, administrative procedures, and integration implications associated with U.S. immigration pathways utilized by Afghan migrants both preceding and following the 2021 U.S. withdrawal from Afghanistan. The Special Immigrant Visa program will serve as the primary analytical reference point throughout the analysis. The final product will be tailored for policy and practitioner audiences and will include actionable recommendations and identified approaches designed to enhance policy coherence, improve service accessibility, and strengthen integration outcomes for affected populations.
