The materials provided do not contain sufficient detail to identify the specific products or services being procured beyond their designation as Grainger catalog items. The purchase order was generated by the State of Texas Statewide Procurement Division on behalf of the Guadalupe-Blanco River Authority, a political subdivision of Texas. As a state agency purchase, the transaction is exempt from federal excise taxes and state and city sales taxes under Texas Tax Code Section 151.309(4). The minimal contract value and immediate delivery date indicate this represents a routine, single-transaction procurement rather than an ongoing service or supply agreement.
