SL 50105- WP25 - COVID-19 ELC Enhancing Detection funding

Monterey County's Department of Public Health has established an encumbrance-only contract award valued at $390,708.74 in California. This contract, designated as Encumbrance Only 0000047205, was awarded on April 29, 2026, and represents a commitment of federal funding allocated to the county for enhanced disease detection capabilities. The encumbrance-only designation indicates that these funds have been obligated but the actual expenditure and service delivery will occur during subsequent periods of performance.

The contract's single line item addresses COVID-19 Epidemic and Community Emergency (ELC) Enhancing Detection funding, a categorical allocation from state or federal public health programs designed to strengthen disease surveillance and diagnostic infrastructure. Monterey County serves as both the awardee and contracting organization in this arrangement, reflecting an intra-governmental funding mechanism rather than a traditional prime contractor relationship with an external vendor. The encumbrance structure allows the county to reserve these dedicated resources for public health detection activities while maintaining flexibility in the timing and specific implementation of expenditures within the approved programmatic scope.
