About this IDV
The Indefinite Delivery Contract awarded by the Department of the Army Acquisition Support Center PEO Command Control Communications-Tactical aims to procure Blue Force Tracker-2 (BFT-2) systems and related equipment, engineering support services, satellite bandwidth, and spare parts from Viasat Inc. Over the period of performance from July 2010 to July 2016, Viasat was awarded a potential value of $477 million under the single award IDV.
The BFT-2 system provides updated situational awareness and command and control capabilities for tactical units, enabling information sharing between platforms. Task orders awarded to Viasat under the IDV include procurement of BFT-2 ground transceivers, airborne systems, spare parts, engineering support, satellite bandwidth on Inmarsat and Thuraya satellites, installation of ground station equipment, and network operations maintenance. Places of performance for production and services include Viasat's facilities in California as well as satellite ground stations in the United Arab Emirates. No set-asides were applied to the IDV or subsequent task orders, which were awarded on a full and open competitive basis.
Description
BFT-2 is the next generation of the force XXI battle command brigade and below (FBCB2) BFT transceiver/network. With BFT-2, FBCB2 will have the capability to update position reports in seconds rather than minutes. Thousands of platforms will share a single satellite channel, resulting in reduced recurring cost. Icons on a computer screen will more accurately represent a vehicles location. The FBCB2 system is the armys digital battle command information system at the brigade and below level. IT provides integrated, on-the-move, timely and relevant battle command information to tactical combat leaders and soldiers from brigade to platforms and across platforms within a brigade task force. IT enables warfighters to pass orders and graphics to visualize the commanders intent and scheme of maneuver. The BFT-2 platform equipment is installed on a variety of host vehicles, such as high-mobility multipurpose wheeled vehicle (hmmwv), bradley, abrams, paladin, and aviation (select fixed and all rotary wing). The FBCB2 computer is connected via an ethernet connection to the KGV-72 type 1 encryption device and then to the satellite transceiver. The BFT-2 units communicate with each other via one or more l-band communications satellites. The full duplex BFT-2 transceivers shall be capable of transmitting and receiving a high volume of situational awareness (SA) messages and command and control (C2) messages by utilizing a custom BFT-2 waveform transmitted over high gain/high performance l-band communications satellites such as inmarsat-4 (i-4) or thuraya.
