Anniston Army Depot IPV Successor
Added: Nov 20, 2015 3:14 pm The purpose of this announcement is to advertise that Defense Logistics Agency (DLA) Land & Maritime is soliciting for a successor initiative of Industrial Product-Support Vendor (IPV) Program that will provide integrated supply chain management and logistics support of line-side delivery of bench stock items to customers involved in maintenance, repair, and overhaul operations at the maintenance depots for the maintenance/production lines at Anniston Army Depot (ANAD) located in Anniston, Alabama. The bench stock parts will normally be stored at or near the point of use (line-side support) in performance of the maintenance, repair, and/or overhaul of military weapons systems or related equipment. The IPV contract is a performance-based agreement structured around the Performance Work Statement (PWS). Performance-based contracting emphasizes that all aspects of an acquisition are based upon the purpose of the work to be performed as opposed to the manner in which the work is executed. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the Government. The total duration (base plus option years) shall not exceed (5) years. This acquisition includes a complete Schedule of Supplies for IPV at ANAD which is currently 14,691 items, from which 2,257 items will be priced commercially to support ANAD. That population of 2257 NSNs is considered the All or None population and therefore will be required to be priced in order to be considered a responsible offeror. This solicitation will be unrestricted with Full and Open competition. The solicitation will be available on or about November 20, 2015 at https://www.dibbs.bsm.dla.mil/RFP/.The item under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the Unites States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All responsible sources may submit an offer, which shall be considered. The North American Industry Classification System for this procurement is 332722 and number of employees is 500.Solicitation will be unrestricted with full & open competition. Interested persons may identify their interest and capability to respond to the requirement. The Government will base the determination of best value on a comparative assessment of the offerors' prices and non-price factors listed within the solicitation. The combined weight of the non-price factors is significantly more important than price. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement.
