The Department of the Interior Departmental Offices has awarded a single-award indefinite delivery contract to Pembrooke Occupational Health, Inc., a subsidiary of Abbott Laboratories doing business as Alere Escreen. The $9.5 million IDV is for the provision of standardized drug and alcohol testing collection services across federal agencies. This includes specimen collection, testing, and medical review officer functions to support workforce monitoring and law enforcement programs at agencies such as the Departments of Justice, Homeland Security, Energy, and Interior. Task orders totaling over $7 million have been issued to date under this IDV. Pembrooke Occupational Health has been awarded over 20 prime federal contracts since 2019 to provide these types of occupational health services, with no set-aside designations applied. The IDV consolidates procurement of these services through a streamlined contract vehicle aligned with federal drug-free workplace initiatives. The Department of the Interior and other agencies have issued firm-fixed-price delivery orders under the IDV for Pembrooke Occupational Health to provide a range of collection, testing, and medical review services. These task orders span programs at the Department of Justice (Bureau of Prisons, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Marshals Service), Department of Homeland Security (U.S. Secret Service), Department of Energy, Department of Labor, and U.S. Army Corps of Engineers. The contracted services support mandatory drug testing for federal employees, law enforcement personnel, and offenders to maintain drug-free workplaces and public safety initiatives.
