About this IDV

This indefinite delivery contract (IDC) HSHQDC06C00015, awarded by the Department of Homeland Security (DHS) to S C & A Inc., a small business, aims to complete the scientific development of a man-portable detector system that can rapidly identify and detect low vapor pressure chemicals from a distance of 3 meters without contact. The 12-month, $0 Phase I effort will involve the necessary research, development, testing, and demonstrations to evaluate performance predictions and lifecycle cost versus performance trade-offs for a next-generation detector utilizing terahertz time domain spectroscopy technology. The contract does not utilize any set-asides and was a single award. S C & A Inc., doing business as Sanford Cohen & Associates, is an energy and environmental consulting firm that has held various federal contracts and indefinite delivery vehicles to provide technical, advisory, and program support services related to areas such as radiological safety, climate adaptation, air quality, and environmental impact analysis.

The IDC's goal is to advance the development of a portable chemical detection system to enhance homeland security capabilities. S C & A Inc. will conduct the preliminary design work and demonstrations required to validate the feasibility and performance of the proposed technology. The contract allows DHS to issue task orders to S C & A Inc. for this research and development effort, which has an ultimate completion date of April 25, 2012.

Description

Complete scienctific development of a man-portable detector this 12 month, phase i effort by SC & a, INC. Is entitled portable high sensitivity THZ scanning device for low vapor pressure chemicals. During phase i of this project, SC & a, INC. Will complete scientific development of a man-portable detector system that will rapidly identify and detect low vapor pressure chemicals from a nominal working distance of 3 meters from source without coming into contact with contaminated surfaces. This work will develop a next generation detector system utilizing THZ time domain spectroscopy. Performer will conduct the necessary research, development, testing and demonstrations to performance predictions and lifecycle cost versus performance trade-offs for the proposed system. This phase will culminate with a preliminary design review.
