About this IDV

The Strategic Partners Acquisition Readiness Contract (SPARC) is an indefinite delivery/indefinite quantity multiple award contract held by Science Applications International Corporation (SAIC) to provide the Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) with a range of information technology systems support and services. As the prime contractor for SPARC since 2016, SAIC may receive task orders for the full scope of the enterprise performance life cycle, including initiation, concept, requirements, design, development, testing, sustainment, and data management services. One such task order awarded to SAIC in 2017 for $22.5 million involves legislative information technology lifecycle support for CMS through November 2019. Performance is to take place in Arlington, Virginia.

SPARC was envisioned as the primary contract vehicle through which CMS would procure IT systems support across the full system development life cycle. Additionally, other components of HHS have the option to leverage SPARC for IT services aligned with their respective missions. The combined ceiling value of all SPARC awards is unspecified. As a multiple award IDC, SPARC facilitates tasking of specialized IT services from SAIC and other SPARC awardees on an as-needed basis to support CMS' diverse technical needs for healthcare IT systems and data-driven programs.
