SOLICITATION
This is a solicitation notice for the repair/overhaul of the AN/APG-68 Radar System in the F-16 C/D aircraft. This is a five year Indefinite Delivery Indefinite Quantity (IDIQ) type Contract that the Government intends to award sole source. The solicitation consists of the following CLINs:

This Power Supply is used in the AN/APG-68 Radar System in the F-16 C/D aircraft. The Power Supply is a critical part of F-16 radar, which supplies power to processes digital radar return from the receiver for target information. The Power Supply is a Shop Replaceable Unit (SRU). The SRU Unit attaches to the Line Replaceable Unit.
The Government's intent is to award a sole source repair service contract to SC Electronics.

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $22M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
This notice is a Sources Sought, and is not a request for competitive proposals, quotations or an invitation for bid. Since this Sources Sought does not represent a current requirement, response is voluntary and the Government assumes no liability to reimburse contractors for either the effort or the associated costs to respond, or for any information provided. These costs remain solely the responsibility of the responding contractor. Information provided will be used solely for planning and market research purposes in determining the competitive atmosphere for these assets.
2. Program Details:
The 416 SCMS/GUMAD has a valid requirement and is seeking contractors who have skills, experience, and knowledge required to successfully repair the F-16 AN/APG 68 Advanced Programmable Signal Processor (APSP). If a contract is awarded, it is anticipated to be a requirements contract for approximately 60 repairs per year for 3 years.
The APSP consists of a chassis assembly, power supply, and plug-in Shop Replaceable Units (SRU’s). The chassis contains a matrix assembly which provides slots for 13 SRU’s. Functionally, the APSP LRU contains the radar computer, the array processor, and the low voltage power supply and provides data processing and timing commands for the remaining radar components.
Prequalification is required prior to being considered for contract award. The responsible engineer has determined that only sources that have met qualification requirements will be considered to perform this repair. Contractors shall submit their data package to the Government consisting of the elements of section “C”, 1 and 2, of the attached Qualification Requirements (QR). Upon successful demonstration in accordance with the RQR, the contractor will be placed on the qualified vendor list.
This Sources Sought does not constitute a commitment, implied or otherwise, that a procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government’s knowledge of plans, desires, and general situation as it exists at the time of the Sources Sought. This potential requirement is in the planning phase and, therefore, all information is potentially subject to change.

3. RESPONSES:
a) Responses shall address whether the interested party is capable of providing the repair
services for the Suncraft Power Supply. When responding please include the following
information:
• Basic Company Information:
• Company name and CAGE code.
• Point of contact information. Please provide an email address and
phone number.
• Business classification (e.g. large or small, 8(a), woman-owned, etc.)
• U.S. or foreign-owned entity.
• Repair Information:
• Experiences with same or similar items and/or support. Please describe.
• Past and present experience with similar airframe repair for commercial
and or military platforms. If so, please list them with a point of contact
that includes an e-mail address, part number/NSN, dates, unit price, and
if it was delivered on time.
• Demonstrate that the necessary parts can be built either through
existing capability or through qualified suppliers.
• Briefly outline the internal processes used to maintain repair
consistency or the processes utilized to ensure repairs are per the tech
data requirements.
• Identify the ability to manufacture special tooling and supplies required
to repair the assets such as assembly fixtures, stands, etc.
• What is the anticipated repair lead time?
• How much repair in percentage would your firm do and how much
would you subcontract out?
• What acquisition strategy and contract type do you recommend for this
requirement that will provide the Government the best value and why?
• Discuss any concerns you may have with our requirement and/or how it
can be met best and why.
b) Respondents are requested to provide the above information in a white paper summary,
not to exceed 5 pages. Copies of your submitted information will be distributed to the
416th Supply Chain Management Squadron and the Contracting Office for review.
Interested parties are requested to submit one (1) copy of the aforementioned summary
to the Contracting Officer (jason.falkner@us.af.mil) no later than 30 calendar days after
publication of this notice. Telephone and/or FAX responses will not be accepted.

This is a pre-solicitation synopsis notice of the intent to award a sole source contract in support of the F-16 Advanced Programmable Signal Processor (APSP) Line Replaceable Unit (LRU) Repair. Air Force Materiel Command, Air Force Sustainment Center, Hill AFB, UT, intends to award a Sole Source FFP Requirements contract as implemented by the Federal Acquisition Regulation Subpart 15.2, as supplemented with additional information in this notice. The contract will be awarded to Northrop Grumman Systems Corporation cage code 97942. IAW FAR 6.302-1, Market research was previously conducted and it has been determined that Northrop Grumman Systems Corporation is the sole source that is currently qualified to meet the Governments requirements.
This effort will establish a three-year Performance based Indefinite Delivery Requirements type contract for essential repair of the F-16 Advanced Programmable Signal Processor. Contractor shall inspect, test, repair, update, reassemble, retest, and calibrate if applicable the end item and components IAW technical data specifications to bring the asset to serviceable condition.
This is not a request for competitive proposals. Interested sources must respond in writing with clear and convincing evidence to support their ability as outlined in the attached Repair Qualification Requirements within fifteen (15) days of this publication. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
