The US EPA, Office of Research and Development (ORD), has a need for a firm to provide technical quality assurance and statistical support (including decision quality support) to ORD Laboratories or Centers, other Program Offices, or Regions.
The EPA has a need for a firm to provide technical quality assurance and statistical support (including decision quality support) to ORD Laboratories or Centers, other Program Offices, or Regions as described in written task orders issued by the Contracting Officer (CO) in the following support areas:
• Document and Product Reviews,
• Activity Reviews, and
• Technical Quality System and Statistical Support
Any resultant contract will support EPA in implementing the most current versions of EPA 2106.0, Quality Policy, and EPA 2105.0, Policy and Program Requirements for the Mandatory Agency-Wide Quality System. These documents are available at http://www.epa.gov/quality/qa_docs.html. A draft Performance Work Statement is attached to this announcement.
It is anticipated that any future contract for these services will be an Indefinite Delivery/Indefinite Quantity type contract with a five (5) year ordering period. The Government anticipates a maximum estimate of $12,050,000 and a minimum estimate of $10,000. Task Orders will be issued under the contract as firm-fixed price or time-and-materials type contracts. It is anticipated that this requirement will be a Small Business set-aside.
Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/ .
FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. The use of FedConnect also furthers the EPA’s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to “public,” otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov . There is no charge for registration in SAM.
The solicitation is expected to be issued no later than September 15, 2017 through the FedConnect® portal. The EPA does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the FedConnect® portal for updates or changes.

THIS IS A SOURCES SOUGHT SYNOPSIS FOR CAPABILITIES STATEMENTS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
The U.S. Environmental Protection Agency (EPA) is performing a “market search” for businesses in preparation for a future procurement. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be an Indefinite Delivery/Indefinite Quantity type contract with a five (5) year ordering period. The Government anticipates a maximum estimate of $12 million and a minimum estimate of $10,000. Task Orders will be issued under the contract as firm-fixed price or time-and-materials type contracts. On rare occasions, task orders may be issued on a cost-plus-fixed-fee (CPFF), level-of-effort, completion or term basis. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $15 million of the average annual receipts.
The capabilities statement shall provide the firm’s current size status for the above referenced NAICS code, (large or small) and whether the firm is a SBA certified Hubzone or 8(a)/Small Disadvantaged contractor. The firm shall also indicate if it is Woman-owned, Veteran-owned or Service-Disabled Veteran owned. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses.

A contractor interested in submitting a capabilities statement in regard to this effort should specifically address tasks 1, 2 and 3 of the draft Performance Work Statement (PWS). The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the PWS.
