Single Award IDIQ- Job Order Contract- Hart-Dole-Inouye Federal Center
This is a presolicitation notice for an Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Construction (JOC) contract for the U.S. General Services Administration (GSA), Public Building Service, Region 5, at the Hart-Dole-Inouye Federal Center, located at 74 N Washington Ave, Battle Creek, MI 49037. This acquisition will result in a single contract award. Services will include, but are not limited to: interior and exterior renovations; office space build-outs; heating, ventilation and air-conditioning, to include controls; electrical; mechanical; plumbing; fire suppression; fire and security systems; communications; site-work; millwork; and other related work. All work to be performed under the awarded contract will be in accordance with individual task order requirements, including specifications and drawings provided for each project. The contract will be for one base year, with four (4), one-year options that may be exercised at the sole discretion of the Government. Once an IDIQ contract is awarded, task orders will be issued for specific projects. The procurement is set-aside for Small Businesses only. The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million. The maximum ordering limitation per contract per year will be $4,000,000.00. A bid bond will be required with offer submissions, a bid bond as well as performance and payment bonding may be required at the task order level when applicable. As such, each offeror may be asked to provide a signed letter from their bonding company which shows the maximum amount the firm can be bonded per project, and the firm's maximum aggregate bonding capability as part of the proposal submission. There is no guarantee for dollar value of work. This is a negotiated procurement; there will not be a public bid opening. Award will be made to responsible GC(s) whose proposal conforms to the solicitation requirements and could provide the best value to the Government, considering technical factors and line item prices. For this procurement, the technical factors, when combined, will be significantly more important than price. The technical factors will include: (1) Experience as a General Contractor on Repair and Alteration Projects; (2) Project Management Plan; (3) Staffing Plan and Qualifications of Key Personnel; and (4) Past Performance as a General Contractor on Repair and Alteration Projects. The Government reserves the right to make award on initial offers, but discussions may be held if necessary. The solicitation will be available on or about March 22, 2019. There will be a pre-proposal conference conducted, inclusive of a tour of the site. The specific date and time of the pre-proposal conference will be identified in the solicitation and will require those wishing to attend to RSVP in advance. The due date for receipt of proposals will be stated in the solicitation. There will be an electronic and hard copy submission with which the solicitation will explain in further detail. The solicitation will be available for download through the Federal Business Opportunities (FBO) website (www.fbo.gov). Offerors are responsible for downloading the solicitation and for monitoring FBO for amendments or additional information. All interested contractors must register with FBO in order to view sensitive but unclassified information. SOURCES SOUGHT ***This is a request for interested parties only, this is NOT a request for proposals*** The U.S General Services Administration, Great Lakes Region, is issuing a Sources Sought Announcement for a Job Order Contract (JOC) at the Hart-Dole-Inouye Federal Center in Battle Creek, Michigan. This sources sought synopsis serves as a means of conducting market research to identify parties having an interest in the requirement below. The General Services Administration (GSA) is considering utilization of Job Order Contracting (JOC) as a government-wide contracting method to procure minor construction repair and renovation services. GSA envisions awarding a long term JOC contract for the above referenced facility to a qualified company, so that Federal Agencies can then leverage for project delivery via establishment of short term (single project) task orders. The type of JOC we envision is a competitively bid, fixed unit price and rate multiple-year, single award construction contract, wherein qualified companies agree to provide a broad range of possible routine, non-complex repair/renovation projects based on pre-established unit prices and rates. Contract line items and unit prices would be defined by a construction unit price book (UPB) or similar extensive list (reference list) and a multiplier or coefficient applied to the reference unit prices. The reference lists/UPBs are often referred to as construction catalogs or automated cost databases, and most established UPBs have a city cost index to localize pricing. The multiplier or coefficient reflects overhead, profit, general and administrative costs, uncertainty in costs, etc. The resulting contract unit prices (i.e., reference list item prices x coefficient) are then used to price construction task orders that are within the scope of the JOC contract. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
