Professional And Scientific Associates, Inc. (PSA), a minority-owned, woman-owned small business, holds a $60 million Multiple Award Schedule (MAS) contract with the General Services Administration's Federal Acquisition Service to provide a range of professional and technical services. This includes logistics support management, event planning, training programs, and specialized advisory services, particularly in areas related to intellectual property rights enforcement. PSA has been awarded numerous delivery orders and Blanket Purchase Agreements (BPAs) against this MAS contract by civilian agencies such as the Department of Commerce, Department of Transportation, and United States Patent and Trademark Office. These task orders, valued from tens of thousands to millions of dollars, support the agencies' missions through services like organizing conferences and trade shows, managing international event logistics, conducting judicial exchanges and border enforcement workshops, and delivering specialized consulting on intellectual property rights. Several of the BPAs have a specific focus on the Middle East Partnership Initiative, providing administrative support, IP rights training, and translation services to promote stronger IP protections in the Middle East and North Africa regions.
The MAS contract consolidates 24 previous GSA schedule solicitations, streamlining access to products, services, and solutions for government customers. While the contract itself does not utilize any socioeconomic set-asides, many of the individual task orders are set aside for small businesses, including PSA's status as a minority-owned and woman-owned small business. The contracted services are primarily performed at locations in the Washington, D.C. metropolitan area, leveraging PSA's extensive experience supporting the operations of civilian federal agencies headquartered in the nation's capital.
