Description
Aeronautics mission research directorate (armd) NASA research announcement (NRA) - research and development. The NRA covers a variety of topics in aeronautics fundamental research that NASA personnel are pursuing. A major focus of the NRA is to encourage collaboration between other organizations and NASA to help achieve specific goals in a variety of foundational aeronautics research programs. This basic ordering agreement (BOA) is used to contract for requirements that result from selection under NRA NNH08ZEA001N research opportunities in aeronautics-2009 (ROA - 2009) and subsequent armd announcements. The purpose of this BOA is to expedite and realize economies in contracting by reducing administrative lead-time for completing repetitive efforts that result from multiple rounds of selection. This BOA incorporates by reference the NRA referenced above and all armd successor announcements in their entirety. Each task order issued which incorporates this BOA represents a separate contract supporting one of the four armd research programs: the fundamental aeronautics program, the aviation safety program, the airspace systems program, and the aeronautics test program. Each task order issued under this BOA will include a detailed and specific work statement based on the proposal selected under the armd NRA. The proposals selected address a research topic relative to the objectives of armd in the above stated programs as follows: (1) fundamental aeronautics program will pursue long-term, cutting edge research in all flight regimes to produce data, knowledge, and design tools that will be applicable across a broad range of air vehicles that fly through any atmosphere at any speed; (2) aviation safety program will take a proactive approach to safety challenges with new and current vehicles and with operations in the nation s current and future air transportation system; (3) airspace systems program will directly address the air traffic management (ATM) research needs of the next generation air transportation systems (nextgen) initiative as defined by the joint planning and development office(jpdo); and (4) aeronautics test program (ATP) is focused on ensuring a healthy suite of facilities and platforms to meet the nations testing needs including the development of new test instrumentation and test technologies.
