PROJECT DESCRIPTION 2: SUBRECIPIENT #1 -YORK COUNTY COMMUNITY ACTION CORPORATION (YCCAC) IS RECEIVING $378055 AS A SUBRECIPIENT OF MAINEDOT. YCCAC IS CONTINUING A JARC OPERATING PROJECT IN THE PORTLAND UZA. PER FTA CIRCULAR 9030.1E: WHILE THE SECTION 5316 JARC PROGRAM WAS REPEALED UNDER MAP-21 JOB ACCESS AND REVERSE COMMUTE PROJECTS ARE NOW AN ELIGIBLE PROJECT TYPE UNDER THE URBANIZED AREA FORMULA PROGRAM. (II-9). MAP-21 CREATED A NEW CATEGORY FOR JOB ACCESS AND REVERSE COMMUTE PROJECTS UNDER SECTION 5307. THERE IS NO SET-ASIDE OR CAP ON THE AMOUNT OF SECTION 5307 FUNDS THAT CAN BE USED FOR THESE PROJECTS. PRIVATE NON-PROFIT ORGANIZATIONS MAY RECEIVE FUNDING FOR JOB ACCESS AND REVERSE COMMUTE PROJECTS AS A SUBRECIPIENT OF AN FTA DESIGNATED RECIPIENT OR DIRECT RECIPIENT. YCCAC IS A NON-PROFIT CORPORATION DESIGNATED BY MAINEDOT AS THE REGIONAL PROVIDER OF TRANSPORTATION SERVICES TO THE GENERAL PUBLIC INDIVIDUALS WITH DISABILITIES LOW INCOME AND ELDERLY PEOPLE IN TRANSIT REGION 8 WHICH INCLUDES YORK COUNTY. YCCAC PROVIDES FLEX ROUTE AND DEMAND RESPONSE SERVICES TO BOTH RURAL AND URBAN AREAS INCLUDING ROUTES IN THE TOWNS OF BIDDEFORD SACO AND OLD ORCHARD BEACH THAT ARE PART OF THE PORTLAND UZA AND NINE OXFORD COUNTY TOWNS. SUBRECIPIENT #2 - REGIONAL TRANSPORTATION PROGRAM (RTP) IS RECEIVING $198425 AS A SUBRECIPIENT OF MAINEDOT. RTP WILL USE THESE FUNDS FROM THE PORTLAND UZA APPORTIONMENT TO SUPPLEMENT GRANT FUNDS ALREADY PROVIDED UNDER ME-2020-015-01 FOR FACILITY CONSTRUCTION. MAINEDOT IS THE DESIGNATED RECIPIENT FOR NON-PROFIT AGENCIES. RTP IS A NON-PROFIT CORPORATION DESIGNATED BY MAINEDOT AS THE REGIONAL PROVIDER OF TRANSPORTATION SERVICES TO THE GENERAL PUBLIC INDIVIDUALS WITH DISABILITIES LOW INCOME AND ELDERLY PEOPLE IN TRANSIT REGION 6 WHICH INCLUDES CUMBERLAND COUNTY. RTP WILL USE THESE FUNDS FROM THE PORTLAND UZA APPORTIONMENT TO SUPPLEMENT GRANT FUNDS ALREADY PROVIDED UNDER ME-2020-015-01 FOR FACILITY CONSTRUCTION. SPECIFICALLY THESE FUNDS WILL BE USED FOR MISCELLANEOUS EQUIPMENT TO BE HOUSED IN THE NEW ADMINISTRATION/MAINTENANCE FACILITY.MAINEDOT IS GUARANTEEING THE STATE MATCH OF $74591 FOR THE ABOVE ACTIVITIES.
