FURTHERMORE, THIS PARK AMENITY WILL BE AVAILABLE AT NO COST TO PARTICIPATE WITH THE FLEXIBILITY FOR YOUTH AND FAMILIES TO DROP-IN AND PARTAKE IN SKATING DURING PARK HOURS WITHOUT THE RESTRICTIONS OF ADVANCE REGISTRATION OR A PROGRAM SCHEDULE. THE UHCSP IS ALSO AN EFFORT TO THWART CHRONIC HEALTH DISEASES AND CONDITIONS INCLUDING EARLY ONSET OF HYPERTENSION, DIABETES AND OBESITY. THE CENTER FOR DISEASE CONTROL FOUND THAT SEVEN OF THE TEN LEADING CAUSES OF DEATH IN 2010 WERE CHRONIC DISEASES. CHRONIC HEALTH CONDITIONS DISPROPORTIONATELY IMPACT NON-HISPANIC US BORN BLACK, LOWER EDUCATION AND LOW INCOME POPULATIONS IN HENNEPIN COUNTY, MN, ACCORDING TO THE HENNEPIN COUNTY PUBLIC HEALTH ASSESSMENT 2016-2020 REPORT. IN BROOKLYN CENTER, OVER FIFTEEN PERCENT (15%) OF ITS TOTAL POPULATION ARE BELOW THE POVERTY LINE COMPARED TO NINE PERCENT (9%) ACROSS THE STATE OF MINNESOTA.
