PROPOSED ACTIONS INCLUDED ARE THOSE RECOMMENDED IN THE USFWS RECOVERY PLAN FOR PRAIRIE SPECIES OF WESTERN OREGON AND SOUTHWEST WASHINGTON, WHICH INCLUDES FENDER?S BLUE BUTTERFLY AND ITS HOST PLANT, KINCAID?S LUPINE. PRIMARY FACTORS LIMITING FENDER?S BLUE BUTTERFLY ARE HABITAT LOSS AND HABITAT DEGRADATION FROM INVASIVE WEEDS AND WOODY SHRUBS. PROPOSED ACTIONS WOULD INCLUDE ENHANCEMENT OF ONE OF THE POPULATION AREAS RECOGNIZED AS AT RISK IN THE USFWS 2019 SPECIES STATUS ASSESSMENT FOR THE SPECIES: LUPINE MEADOWS. THE VIABILITY OF THE POPULATION AREAS IS CURRENTLY IDENTIFIED AS LOW, WITH LOCAL EXTINCTION POSSIBLE WITHOUT INTERVENTION. GREENBELT LAND TRUST, THE OWNER AND MANAGER OF THE PERMANENTLY PROTECTED LUPINE MEADOWS, SEEKS TO PREVENT THE POPULATION FROM GOING LOCALLY EXTINCT, THROUGH HABITAT ENHANCEMENT (MOWING, INVASIVE SPECIES CONTROL AND WOODY SHRUB ENCROACHMENT CONTROL. ENHANCEMENT WILL BUILD ON PRIOR INVESTMENT IN THE SITE AND IS EXPECTED TO IMPROVE THE STATUS OF THE SPECIES.
