About this award
The U.S. Department of the Interior Fish and Wildlife Service awarded a $300,000 Project Grant under the Sportfishing and Boating Safety Act (CFDA 15.622) to the Guam Department of Agriculture's Aquatic and Wildlife Resources Division (DAWR). The grant will fund an architectural and engineering design project to construct a courtesy dock and gangway for transient boats at the Guam Harbor of Refuge. This project will address the lack of public marine access points at the facility, which has limited transient boaters' ability to access the shoreline for maintenance, resupplies, business, and other services. The Grant awarded on October 1, 2024 will be completed by December 31, 2026, with the Port of Guam serving as a collaborating subrecipient under DAWR's oversight. The project aims to develop forward-thinking infrastructure that can withstand rising sea levels, extreme weather, and long-term wear and tear, ensuring the facility can continue serving transient boaters in Guam's unique island ecosystem.
Description
The guam division of aquatic and wildlife resources (dawr) of the department of agriculture, in collaboration with the jose d. Leon guerrero commercial port authority of guam (port) as a subrecipient, requests $300,000 to conduct an architectural and engineering design project to be used towards constructing a courtesy dock and gangway for transient boats at the guam harbor of refuge. In may 2023, dawr (recipient) and port (subrecipient) completed renovations to a 48-moorage buoy system for transient vessel use at the refuge using a series of big tier i funds. Notably, since the facility s inception, IT lacked public marine access points. This deficiency limits transient boaters from having easy access to the shoreline to secure means for boat maintenance, purchasing resupplies, conducting business transactions, and availing communication, recreational activities, and medical assistance. When category 4 storm typhoon mawar HIT guam may 24, 2023, shortly after the completion of the mooring replacements, the importance of this coast guard-approved facility became all too apparent. The project will be undertaken with the port as a collaborating subrecipient. The port has controlling authority over the facility. This grant will immediately benefit transient boaters in that IT will be used to obtain contractual work to construct a gangway and courtesy dock for transient boats. The inevitability of climate change and its impending challenges presents a challenge to big structures on guam. The PAG s prospective design for a sea-to-land access will be forward-thinking, ensuring that infrastructure is equipped to handle rising sea levels, withstand extreme weather conditions, including typhoons, and cater to the natural wear and tear that structures undergo over time.
