About this award
Federal Grant Award Summary
Bristol Bay Native Association, Inc. received a $452,597 Project Grant from the Federal Highway Administration (FHWA) under the Highway Planning and Construction program (CFDA 20.205), awarded on September 10, 2025, with an ultimate completion date of December 31, 2032. The grant funds the construction of 0.31 miles of the Ekuk Evacuation Road and a staging area parking lot in Dillingham, Alaska. This evacuation route will relocate residents from an existing beach road in Ekuk to elevated terrain on the bluff, positioning the community above flood-risk zones and away from bluff erosion hazards.
In addition to road and parking lot construction, the grant encompasses minimal design, permitting, and right-of-way (ROW) acquisition costs necessary to advance the project from 95% design completion to a final 100% Issued for Construction plan set. This climate resilience infrastructure project supports the PROTECT (Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation) program initiative, addressing natural hazard mitigation and community safety for the rural Bristol Bay region's tribal populations.
Description
This protect grant application is requesting funding for construction of 0.31 miles of the ekuk evacuation road and construction of a staging area parking lot. The 0.31 miles is enough distance to move people from an existing beach road in ekuk to a point on the bluff that is above flood level and away from the bluff erosion. The protect funding request also includes minimal design, permitting, and right-of-way (row) costs to finalize the design package from 95% design to a 100% issued for construction planset.
