The Maritime Administration awarded the Port of Port Arthur $18,400,218 on October 16, 2025, under the National Infrastructure Investments (BUILD) program to convert a 25.5-acre abandoned railyard into a modern multimodal laydown and port facility.
The project encompasses six components: construction management and engineering support for a 2.6-acre multimodal laydown yard near the Port Road entrance; creation of that yard with concrete pavement, drainage improvements, high-security fencing with barbed wire, and underground relocation of approximately 450 feet of electric and communication lines; construction management for stabilization of approximately 21.9 acres of laydown area bounded by Nederland Avenue, Austin Avenue, 9th Street, and Fort Worth Avenue; stabilization of that acreage including demolition of existing slabs and foundations, installation of 12 inches of cement-treated base, lighting, drainage and utility improvements, high-security fencing, and underground relocation of approximately 7,000 feet of conduit; construction management for renovation of a vacant two-story structure; and related site work including fiber optic installation and stormwater management to mitigate flood risks across the site.
Performance occurs at Port Acres, Texas, with completion targeted for March 31, 2029. The award carries assistance type classification as a Project Grant.
