The award funds the testing and refinement of human factors test methods for the Voluntary Voting System Guidelines (VVSG) 2.0, building upon a previously completed handbook published by NIST and the Center for Civic Design in 2023. The deliverables include identification of opportunities to simplify human factors testing procedures, revision of test methods with updated success criteria and instructions, review of certification reporting requirements, and production of a final version and delivery report. The project is designed to benefit multiple stakeholders within the election infrastructure ecosystem. By systematically evaluating and improving existing NIST human factors test methods, the work will enable the Election Assistance Commission (EAC) to strengthen its voting system certification program, allow Voting System Test Laboratories to conduct testing more efficiently while maintaining consistent results, help voting system manufacturers better understand and implement human factors requirements during design phases, and ultimately accelerate voter access to voting systems compliant with the most current VVSG standards. No sub-recipient activities are included under this award.
