Description

Activities
This project will proceed along two parallel paths: a community engagement workstream and technical workstream. The approach combines design thinking with agile development and proceeds in five stages: 1) empathize 2) define 3) ideate 4) prototype 5) test. The community engagement workstream is focused mainly on the first three stages of the design thinking process, along with user feedback on prototyped capabilities. The technical workstream focuses on implementing the capabilities that emerge as a result of stakeholder engagement. During the community engagement workstream, activities such as community engagement, interviews, inter-agency dialogue, focus groups, consultations with community, education campaign, and training for first responders will be performed. During the technical workstream, the team will support the implementation of a language translation artificial intelligence (AI) model in fairfax county 911. They will then leverage an existing conversational AI platform and integrate IT into fairfax county?s 911 system to support specific emergency management task.
Expected outcomes
The key outcome of this project is to increase disaster resilience in communities while giving citizens a greater sense of confidence in their preparedness for emergencies. The project aims to use AI wherever possible to reduce response times in emergencies by enhancing situational awareness for public safety officials, lightening the workload on 9-1-1 call center operators, improving stakeholder engagement, and extending support to some previously underserved communities. Collectively the project will (1) improve the ability to identify and flag fake/fraudulent emergency calls, (2) provide real time integrated detection of diverse languages, (3) seamlessly hand over calls to agents, (4) allow the triaging of calls and links to the computer assisted dispatch (CAD) system, (5) automate handling of the workflow associated with alarm system testing and other system updating, and (6) provide general consulting services in AI.
Intended beneficiaries
The intended beneficiaries of the project are fairfax county residents, including underserved communities, who will benefit from quicker and more accurate emergency responses, enhanced language support, and increased confidence in emergency preparedness. Public safety officials and 911 call center operators will experience reduced workloads and improved situational awareness, allowing them to focus on critical tasks. The project also aims to provide better access to emergency services for non-english speakers and underserved populations, ensuring equitable support. Overall, the initiative seeks to create a more resilient and efficient emergency communication system for all community members.
Subrecipient activities
The recipient plans to subaward funds to three different subcontractors to support the technical track in the application of AI to public safety communications. Omnibot advisors will be responsible for customizing and integrating the omnibot conversational AI platform into the fairfax county department of public safety communications 9-1-1 system. Blue horse LLC will appoint a technical principal investigator (PI) to oversee the technical aspects of the project. The technical PI will actively participate in all project phases and assume leadership of the technical work stream. Unbox USA will provide the fairfax county 9-1-1 system with tools for frictionless authentication for selected aspects of emergency and crime reporting via public key cryptography.
