About this award

The Bureau of Justice Assistance (BJA) awarded a $1,207,245 Project Grant under the Treatment Court Discretionary Grant Program (CFDA 16.585) to the Unified Court System of New York State on October 1, 2023. This funding supports the City of Newburgh's Adult Drug Treatment Court (DTC) program, which provides adult participants with substance use disorders access to evidence-based treatment, medication-assisted treatment, peer recovery services, case management, and other rehabilitative services.

The DTC program serves up to 25 participants, with an average completion time of 24 months. Key services include comprehensive assessments, individualized care plans, coordination of treatment and community resources, participant advocacy, progress monitoring, and data collection. Independent Living, Inc., a nonprofit organization, received $250,000 sub-awards to provide peer support, transportation assistance, and linkages to community resources for DTC participants.

Description

The funds are being requested for an adult drug treatment court (DTC). The program is post-adjudication. The participants plead guilty and are sentenced upon successful completion of the program or termination from IT. The city of newburgh DTC began operation on july 24, 2003. The number of participants that would receive services with grant funds is 25. The minimum length of DTC is 12 months, and there is no maximum length of stay; however, each participants stay is based on individual progress. On average, participants complete the program in about 24 months. The target population of DTC participants are individuals who are 18 years of age or older, are determined to have a substance use disorder, are currently charged with a nonviolent drug offense or drug driven offense, have no significant issues that would delay and/or prevent completion of treatment, and are nonviolent misdemeanor offenders with a history of drug abuse. Individuals are screened for services using the universal case management system (ucms) screening tool, the criminal court assessment tool (ccat). Additionally, each participant has the availability to mat services through the treatment providers within the community. The drug court is committed to admitting and providing evidence-based interventions to participants with opioid and/or substance abuse by referring participants to NY oasas licensed treatment programs in the community. Additionally, narcan training is provided to drug court participants and team members at least once a year by community agencies. The nadcp adult drug court best practice standards 1, 6, and 10 will be addressed.
