Description

The port ST. Lucie police department (pslpd) proposes a project to develop and implement a real-time tracking and accountability system in support of stratified policing, a proven, evidence-based crime reduction and community engagement business model. Pslpd is reinvigorating its commitment to stratified policing as the foundation for crime reduction and community engagement. Building on prior success, pslpd will develop a novel, internally built tracking system designed to fully operationalize and sustain evidence-based strategies across all levels of the organization. In alignment with the stratified policing business model, the system will map assigned problem areas, priority locations, repeat incidents, crime patterns, and prolific offenders to ensure strategic focus. The system will help pslpd better understand and manage how officers are addressing problems and allow staff at all levels to document the specific strategies they are using to reduce crime and engage with the community. The tracking system will be designed and built internally by pslps technology staff to fit the departments current operations and systems. The grant funding will be used to bring in outside experts in stratified policing, crime analysis, and police organizational practices. These experts will collaborate with the department to ensure that the system is aligned with stratified policing principles, departments goals, that staff receive training to support its use, and that the system is evaluated over time to understand its impact on the organization, crime, and community engagement. The project will be carried out over a two-year period and includes five key phases: system design, development, training, implementation, and evaluation. The projects goal is to improve accountability and how crime reduction and community engagement are tracked, reported, and used to make decisions. Another goal is to increase officer willingness to take on proactive work by creating accountability systems that are fair, realistic, and built into daily operations, ultimately changing the organizations culture so that proactive crime reduction and community engagement are fully ingrained. The evaluation component will include surveys, interviews, focus groups, observation, and analysis of crime and activity data. This will help the department assess changes in proactivity, engagement, transparency, communication, and accountability, as well as the overall impact on crime and disorder. Final deliverables will include a report that summarizes what was learned from the project and presentations to the law enforcement community. If successful, this project may serve as a model for other agencies looking to strengthen community policing, support proactive crime reduction, and improve internal accountability.
